Tough, but not fair

Finance Minister Michael
Wilson said his budget would be
tough but fair. He was right on one
count: it's tough, especially on the
middle income earner.

But it is anything but fair. In-
creasing | income taxes by
$1.4 billion over the next five years
while decreasing corporate taxes
by $2.2 billion in the same period is
perce equitable by anyone's yar-

The average Castlegar family
will pay $500 a year more in
federal taxes. That means $500
more per family will be taken out
of the ec and funnelled to
Ottawa. In Castlegar that will add
up to more than $1 million.

Most residents wouldn't mind
Paying the extra taxes if it will get
the economy off the ground and
put the unemployed back to work.
Times aren't easy and sacrifices
have to be made, particularly by
those still working.

But just what does the
average worker get for his $500 a
year? He'll be able to put more
money into his registered
retirement savings plan. The limit
now is $5,000. it will increase by
$2,500 this year and continue in-
Pao until 1990 when it reaches
$17,500.

it sounds like a good move,
but how many Castlegar workers
in the $25,000 to $30,000 range
were able to contribute the $5,000
limit lost year and will be able to
take advantage of the new $7,500
limit this year? Not many.

The RRSP change is basically
designed for higher income
workers who have the extra
money — as is the $500,000 capital
‘gains exemption. ~

On the other hand, while the
rich will certainly pay more direct

arts centre and chamber of com-
merce office by the fall of next
year, if it plays its cords right.
How? Simple: ask the province for
it.

The provincial government
plans to distribute as many as 40
Expo 86 pavilions to communi
throughout the province after the
World Fair ends next year.

t is all part of the gover-
nment's scheme to leave an Expo
“legacy” for B.C. residents who
live outside the Lower Mainland.

While the legacy aspect of the
pavilions may be suspect, there's
no arguing that the pavilions: — =

to pay a minimum tax. That has
been deferred until next year at
the earliest.

But despite the attack on the
average worker, the tone of Mr.
Wilson's budget was nevertheless
attractive. He has decided that the
private sector is best able to create
jobs in this country and has moved
to make it easier for it to do just
that. It's a good move.

The tax cuts and incentives for
small business, along with a
genuine effort to cut red tape are
all attractive features in Mr.
Wilson's budget

The sale of federal Crown cor-
porations which do not serve the
public interest by being | in gover-

nment hands is long

The attempt to reduce the
deficit and streamline government
by eliminating 15,000 public ser-
vants by 1990 (almost all through
attrition) are other appealing
aspects of this budget.

However, overall the budget
will likely benefit Ontario and
other provinces which are well on
their way out of the recession.
Those provinces need injections of
private capital to fuel their
economic upturn.

With reference to the anonymous
editorial in the May 19 issue of the
Ci News making a stab at the

community jobs — especially with
the $78 million reduction in federal
job creation funding.

Temporary
facility?

The new building in Nelson to
temporarily house hazardous
waste is at first glance innocent
enough. After all, it will store
dangerous waste materials for
only about one month at a time in
10 sealed 45-gallon drums.

Once the drums are full, they
will be shipped to a special landfill
site in Arlington, Ore. or to a
chemical processor in Seattle,
Wash.

It is all under the supervision
of the provincial Ministry of the En-
vironment and sounds straightfor-
ward enough.

But a closer look shows that
the site — though termed tem-
porary — could turn out to be per-
manent.

The fa is much the same
as a rail siding. A rail siding
doesn't have rail cars located there
on a permanent basis — it only ap-
pears that way. In fact, the cars
are moved regulorly. It’s just that

munity's need for an arts centre
and new chamber office.

The arts community and
chamber should team up and sub-
mit a joint application for a
Pavilion, which could be located on
the chamber's property near the
community complex.

make a few comments about vehicle
users.

Firstly, this editorial is the opinion of
an individual who probably uses the
ferry only once or twice a year. A
survey by ferry employees found that
92 per cent of the public using this
facility are happy with the service.

How many individuals would put up
with the daily crude physical gestures
and verbal abuse the public shows
these employees because they are
having a bad day, or with users who
continue to park down the middle of
the ferry allowing fewer vehicles onto
the ferry, and still come up smiling?

Next time vehicle users are on the
highway in high gear, see how many of
you are willing to slam on the brakes
and back up. There is a point of no
return — even for the ferry.

Unless there is an emergency
waiting to get to the other side, the
employees do go back to pick up late
arrivals. Both sides of the ferry have
straight throughways. If you intend to
use the ferry show your intentions by
using signals, we aren't mind readers.
Chances are you won't be left behind.

If drivers “demand” courtesy, they
in turn must show courtesy! On the
other hand, just how long would

individuals be willing to wait on the
ferry if they happened to be the first
vehicle on and had to wait for late
arrivals: 20 minutes, 30 minutes before
complaining about the ferry service
being too slow?

It's always the ferry’s fault. In the
winter time, instead of allowing more
time for road conditions, it's easier to
put the blame on the ferry. Are the city
employees and the other half of the
Ministry of Highways employees only
to plow and sand where certain
individuals are going to drive that day?
That's a rather immature attitude.

Vehicle users are also blind to
instructional lights and signs. Vehicles
continue to rush through the straight-
aways in spite of flashing lights

showing that the off loading ferry
traffic has the right of way. There
have been a few accidents and many
more close calls. Who will be the one to
gamble his or her life?

However, one does have a few
choices. One can dig deep into one’s
bountiful pockets of money and head a
Project to build a bridge (we wonder
how popular that would be when the
surrounding communities were told to
dig deeper to pay extra taxes for it), or
one can use either of the alternate
routes which one has already com-
plained about taking more time and
extra gas expense, or one can move to
another town or community that is
“perfect.”

We are disgusted with the remarks
about our Robson ferry and its opera-
tors in your latest pontifical editorial.

They are a marvellous bunch of guys
and 90 per cent of the time will wait for
the odd straggler coming up (if they
see them) but there is a point of ne
return.

To the impatient car drivers who
cannot wait 12 minutes and wish to
drive a further 10 kilometres, it is your
privilege. But think about carrying a
book or magazine, switch off the
engine, relax, read and take the oppor-

tunity to improve your mind.

So, dear editor, find something
worthwhile to carp about and leave our
ferry and its operators alone.

We are two Robson residents who
appreciate the service and savings the
ferry provides, who fought hard
against its closure last year and hope it
continues running until it qualifies as a
heritage symbol.

That novel attention getter is
designed to put down those who
know full well what those expres-
sions mean yet have made no effort
to share that knowledge over a cup
of coffee, just one friend to another.

We are quick to share the results
of a recent hockey game but we are
slow to discuss infinity. There are
several hundred well established
businesses in this depressed area
which could double or triple their
enterprise and effectively eliminate
unemployment. They choose instead
to remain static and breathe a sigh
of relief when Cominco management
and the Steelworkers settle a con
tract without job action.

Despite many excuses, the fact
remains that they think business is
just fine the way it is. Like mathe.
maticians who love the subject and
choose to remain silent in the
company of the dull, many business

Let.me give some examples. A

A local barber refused to give a
semi-bald columnist a haircut at 4:45
p.m. because he was quiting for the
day and he also admonished me to
come earlier next time. My shift

Another eating place, well-
appointed, makes its customers
wait perhaps several minutes before
a waitress attends the table. Would
it not be possible to provide an
employment opportunity for at least
one more and thus provide better
service?

Lest anyone should judge me
presumptuous (which is a good
judgment) I would like to reiterate
that the owners of those businesses
I have mentioned know full well
what they do. It is simple. They

gross wages. Most of us ignore that
good advice. We are also cautioned

cherish. All common sense suggests
that annual or other periodic pay-
ments should be anticipated well in
advance. Collectively, we choose to
not do so.

The layoff notice hurts. The
unexpected job action sends us
serounging for part-time jobs be-
cause we were not prepared. Most
business enterprises are guilty of
the same faults. Nothing is provided
for fluctuating interest rates. Busi-
ness cannot handie business slumps
or foreign competition because they
choose not to do so.

This is a commentary on our
unwillingness to apply or share the
knowledge which could solve most
of our community problems. We
choose, instead, to remain silent and
inactive. Could there be an aleph-
three?

appearance at the Doukhobor Village
complex, where he opened the Koot-
enay Doukhobor Historical Society's

new audio-visual contre.

Helens brought an end to a 450-mile
bicycling journey for 11 cyclists from
Stanley Humphries Outdoors Club. A
halt was called under the advice of
Selkirk Health Unit director Dr. Terry
Pagan when the group was reached by
RCMP i Grand Forks.

We “youngsters” (as the letter refers
to us) of the Fraternal Council would
like some explanation from John ae
polkin as to what he means by “. .
corded history of the Doukhobors
proves otherwise.” What recorded his-
tory?

Our statement: “Documentation pre-
sented throughout the E-KCIR session
conclusively demonstrates that the
division of the Doukhobors was deli-
berately created and perpetuated by
the Verigin leaders,” is substantiated
by numerous authentic, historical ac-
counts and documents the
Doukhobors. The accumulation of this
evidence has been presented and re-
corded by official members of the
E-KCIR: a panel of provincial and
federal government authorities;
mayors of local communities; RCMP
personnel; as well as the Sons of
Freedom, Reformed “youngsters” and
the university-educated representa-
tives of the USCC.

So, what history is John talking
about? The one-sided history of the
USCC Symposium?

Serious attempts have been made in
the past to write a one-sided version of
Doukhobor history. Perhaps it is more
convenient to believe that a prejudiced
perception of history is “right,” rather
than to wrestle with the more holistic,
historical truths.

Indeed, of the many hundreds of
speeches made by Peter Chistiakov

“Book of Life” includes only those
chapters they have personally lived or
been led to believe these many years.

“. . , Stefan Sorokin’s appearance
onto the much-troubled Doukhobor
scene . . .” was not accidental. As
stated in his book, he was prompted
and guided by an inner force to come to
these troubled peoplé who were used,
under the guise of religion, to commit
terroristic acts; confess to these acts;
and serve countless years in prison.
Their children were also abducted and
incarcerated. It was due to the sincere
Prayers of these people to the
Almighty Lord, that He prompted and
guided Stefan Sorokin to save them
and their children from the countless
years of suffering.

A sincere believer in the Almighty,
Sorokin fearlessly dropped right into
the fire of the “much-troubled” Douk-
hobors. Homes were burning by the
dozens; schools and

Kootenay to his colleagues here in

I have lived in Robson for over 45
years, and during that time I have
been, as you can well imagirie, a con-
stant user of the Castlegar-Robson
ferry.

I was very concerned last year when
the threat of the removal of that ser-
vice hovered over us, and rejoiced with
many others when we realized that the
ferry service was to be continued.

Yes, indeed, I have often just missed
it and had to wait while it went across
and came back, and felt rather frus
trated as I could see that I was prob-
ably going to be a little late for an ap-
pointment. Conversely, I have been on
the ferry, with perhaps a limited time
to make my appointment, and had it go
back for a car, and wait for another
one, so it works both ways.

I for-one would give full marks to the
crew of the ferry. I think they do their
job very satisfactorily.
