Mayor Audrey Moore and several aldermen met with Provincial Secretary Bill Reid, Regional Develop- ment Minister Elwood Veitch and Howard Dirks, Minister of State for the Kootenay Region and Minister Responsible for Crown Lands, during the annual Union to the city’s request for $750,000 in provincial funds for the aquatic centre. I came away from that meeting with a very good feeling, a very positive feeling that we should get some dollars,” Chernoff said. He added that Reid asked why the city hadn't approached him earlier. “I got the same feeling” from a meeting with Dirks, Chernoff said. In addition, the city plans to apply for aquatic centre funding under the new Growth and Opportunity $162 million in lottery funds for educational, recreation. ‘al and environmental projects. The fund will have $12 million this year and $50 million in each of the next three years to be used by B.C. municipalities. “I think there's some funding available and I'm very, very hopeful, very optimistic that we will see some of that funding go toward the aquatic centre,” Chernoff said. Ald. Albert Calderbank said Veitch “didn’t think it would be very much of a problem” to get funding for the felt we were certainly on the right track,” Caldérbank said. As well, Calderbank said he pressed Veitch about proceeding with installation of generators in the Keenleyside dam. “I was very pleased with his reception of all our presentations. Lawrence Chernoff said Reid was “receptive" Ministry says ferry not sold By CasNews Staff The provincial Ministry of High- ways is denying the Robson-Rasp- berry Ferry Users Ad hoc Com- mittee’s claim that it has bought the Robson-Castlegar ferry. “They have not bought the ferry. Nobody has bought the ferry,” Gor- don Hogg, assistant deputy minister of management services, told the Castlegar News. The ad hoe committee, which is fighting the closure of the Robson ferry, says the ministry can’t put the ferry up for public tender because the group already owns the ferry. The Ministry of Highways has indicated it will soon sell the ferry operation through public tender. The notice, signed by city treasurer continued on page A4 “As he is one of the most powerful men in cabinet, I continued on page A4 Residents oppose rezoning By CasNews Staff A Castlegar radio station's prop osal to convert an apartment block into a radio station was given a rough reception from nearby residents at a public hearing Tuesday night. “You don’t have to come into our neighborhood,” Gerry Rogers told CKQR radio general manager Gor. don Brady. Rogers, one of about a dozen residents who turned out for the hearing, said he is opposed to com- mercial businesses locating in a resi dential area. “Residential is residential and commercial is commercial,” he said, adding that there are otfier tommier- cial buildings the radio station could use. “We have some property at the very south end of town — the industrial park — that is excellent for a radio station.” He also pointed to the former Kootenay Builders building as_pos- sible site. Brady told the hearing that CKQR wants to rezone two lots at 525 11th Ave. from julti-residential to high way commercial in order to relocate the radio studio. An apartment block is currently located on the property. He said the present studio, located in the basement of the Oglow Build. ing on Columbia Avenue, is too small. The apartment block would allow the station to double its space, from 2,400 square feet to 4,500 square feet, Brady said. “Externally, there will be absol utely no change at all,” he assured the hearing. He said the main and upper floors would be altered to house three control rooms, a sales office, a manager's office and a front office. However, he said there would be few alterations inside-because the building is already well suited for housing a station. Brady also said traffic to the station would likely.be less than if all six apartments were rented. He said the station has 14 employees, but only seven working in the station at any one time. At the same time, he said there is very little walk-in traffic at a radio station. “There's no traffic coming to the radio station to do business.” As well, he said there would not be any noise problems because the radio station control rooms are sound- proof. “You. can't hear a thing,” he said. Brady said the location atop a small hill is important because the radio station could beam a signal from the studio to its transmitter located near the Castlegar Golf Course. Presently, the station must send the signal via a telephone line. Brady, who has an option to pur- chase the land, agreed to place a restrictive covenant on the property preventing its use for anything other than a radio station. He also pointed to other com- munities in which radio stations are located in residential areas. He said CKOK in Penticton and Kelowna’s CKOV are both situated in residen- tial areas and they haven't received any complaints. However, Vince Tassone question- ed why the radio station needs so much room. Heather Hadley voiced her op- position to the rezoning, saying she is afraid nearby residential property values will fall. As well, Hadley said there are other areas in the com- munity that are already zoned for commercial buildings that are avail- able. “Residential should remain resi- dential,” she said. Castlegar council is expected to make a decision on the rezoning application in about two weeks. Helping the little guy By BONNE MORGAN Staff Writer Terry Dalton could have been a partner in a prestigious Victoria law firm. Instead, he's chosen to casually conduct business is Castlegar living room, taking on only ” cases. Dalton lives in a modest one-storey house in south’ Castlegar. His small living room contains older, well-kept furnishings and is very clean. He has never been married, but says he “hasn't given up hope yet.” “I have found that my work is so intense I have seriously wondered whether I could be a good husband and father,” he said, adding that marriage may be a possibility when he retires. It's hard to tell when Dalton is joking. He will add humor inte serious’ conversation without changing his tone or expression. He can normally be found wearing sweat pants and a t-shirt. Quite nervous, he perspires so much that the face of his watch often shows condensation. The 44-year-old lawyer, who was offered the partnership after only 18 months of practice, defends people who are fighting the government or large corporations. “The feeling I do have is it is essential that the public interest be recognized and protected,” he said. Dalton speaks softly — almost in a whisper — and is meticulous about detail, often bringing with him pages of legal documents to substantiate his points. The common element that seems to run through most of his cases is that he is representing people who are “most at risk in society.” He represented teachers who had lost their life savings when the Teachers Investment Housing Cooperative collap He is fighting the Ministry of Highways over the closure of the Robson-Raspberry ferry, something he says affects the elderly, disabled and young people who use the ferry to walk into town. Dalton is also concerned with the loss of jobs and extra time involved in emergency transportation. He fought the closure of the Celgar Pulp Co. woodroom, which had been operating for more than 27 years.
