FIRE PROTECTION Rossland’s escape from total de- vastation last night was little less than’ miraculous, and the fire de- partment did such effective work as to win the absolute confidence of the people. A more dangerous mo- ment fora wide-spread conflagra- tion could not have occurred, for the wind was blowing a gale and carrying a cloud of sparks right over the business section, Fhe flames were checked against all the difficulties of approaching the burn- ing buildings and the fact that the wind was carrying a sheet of flame across an alley to another bunch of houses. It was in checking the fire at this point that the department saved the city. Chisf Guthrie certainly dis- played extraordinary. executive abil- ity and won for himself and his men the unbounded appreciation of the public. After last night’s good work the citizens certainly cannot do tod much for the departmeut. The fire also emphasized the fact, that while much-has been said con- cerning the method of dealing with the city’s water system, the coun- -cil’s action has. proven one of wis- toward i diate pro- tection. There is no doubt.that a - more perfect system can be. con- ‘structed, but not in a day. Such undertakings require time and care- ful consideration, and property in- terests are not to be allowed to suf- ferin the interval. The purpose has been to make the best of the present material, by a judicious ex- penditure of money, before cold weather makes further work possible. With the old company it avas a case of revenue, and mains were extended in the direction which the company considered would profit it most. With the city,. it is'a ques- tion of providing the best and most sefficient service and protection for the community by extending mains and establishing hydrants where most needed. Where new mains sare being laid, they are with a view to forming a part of a complete sys- ‘tem for the future, and pipe of tthe requisite size is being laid. It will be remembered that last win- ter the city was without water, and avas in imminent danger. It is to prevent such a recurrence that the present plan of work is being fol- lowed. This is necessary for the immediate extension of the system, and the placing of hydrants in the .outlying sections. The plan is to \provide hydrants for the Montreal townsite addition, for that portion .of the city in the vicinity of the hos- pital, and again in the northerly sectionsurr the schoolk It must be apparent that a fire in any of these sections, and no water protection, would mean the total destruction. of the city, and it is hoped to avoid such a conflagration | by extending and utilizing the pres- ent system to tide over the winter. Even if a portion of the money now .dom,looki im- It happened that an insurance in- spector was in the cily at the time of last night’s fire and was not only pleased with the efficiency of the department, but said he had expec- ted as much, from the regularity with which they practiced. The city is using every means to afford proper protection and business men are willing to tax themselves to the farthest point, but they expect the underwriters to recognize this fact by a reduction of insurance rates. They don’t want a tax at both ends.
