Forests name VICTORIA Deputy Minister of Forests, Ralph Robbins Chief Fores- ter and Assistant Deputy Minister, Timber, Range and Recreation, and Wes Cheston Assistant Deputy Minister, Operations. MacPherson was formerly Assistant Deputy Minister, Timber, Range and Recrea tion and has been manager of the Vancouver Forest Region and District Forester in Prince Rupert. He joined the B.C. Forest Service in 1948. He fills the vacancy created when former Deputy Minister Mike Apsey resigned in June. Robbins joined the Forest Service in 1950 in Prince George and became Assis } ae @)i the Forest Service for 17 years prior to 1979 when he left to become a forestry consultant. He was a member of the Forest Policy Advisory Com- mittee which developed the province's new forest and range legislation and worked on pew forest policies and regulations as a special ad- visor to the Deputy Minister. He will take up his new post on Nov. 26. All three men are Regis- tered Professional Foresters. Roy Cullen will continue as Assistant Deputy Minister, Finance and Administration. 30-year mortgage could be back TORONTO (CP) — The 30- year mortage, a staple of the housing industry in the days before sky-high interest rates, could soon be back. The longer terms may re turn because of a new secur- ity called mortgage-backed bonds. ALthough they are not available yet, financial companys and federal gov- ernment officials have been busily meeting for months to develop them. The bonds are common in the United States where they have been a big hit among homeowners and the invest ing public. However, no one knows whether they will cateh on in Canada's $100- billion mortgage business. “The size of the market may be quite different than in the States, but it’s cer- tainly something we're all interested in looking at,” said Susan Dabarno, a vice-pres- ident of Canada Permanent Mortgage Corp. of Toronto, one of the participants in the group studying the secur ities. Financial officials say the outlook for the longer-term mortgage is uncertain, main- ly because homeowners may be reluctant to lock their loans in for long periods at current interest rates of about 13 per cent. Terms beyond this will require slight changes to the federal Interest Act, the legislation governing the mechanics of consumer lend ing and loan disclosure. Technically, a mortgage. backed security represents a share in a pool of home mort gages. The bond holder, as part owner of the pool, is entitled to a portion of the homeowners’ monthly pay ments. . The bonds themselves are expected to carry a gov. ernmnet guarantee of timely payment covering the inter- est and the principal, through a stamp of approval from Canada Mortgage and Hous. ing Copr. The mortgage pools them. selves would be assembled by traditional lenders, such as trust companies, banks and credit unions..The bonds are expected to interest in- stitutional investors, such as large pension funds, as well as small savers who want securities that carry a gov ernment guarantee and: still yield more than federal bonds with similar terms. So far, the idea of the bonds has received a mixed reception in the investment community. Security dealers are keen on them because of the U.S. experience, where major investment houses have made lots of money trading the instruments. Lenders, however, are more cautious because they want to make mortgage loans themselves, rather than merely packaging them for someone else. Nonetheless, all sectors of the financial community were represented in the talks with government officials.
