Cc 6) M M EN T Thursday Morning, November 30, 1978 Money Well Spent It was Ald. Len Embree who In October * erltlclzed council members’ decision to save the taxpayers the approximately $2,000 a eltyowice fall rubbish cleanup would cost. Importance of the service pi thelr views known to various levels of government In the two provinces, In much the same way as the Union of 86.C. a focus for : sin the tell cleanup, Embree argued quite | Justiflably, tar outweighed the money the ; elty would have saved by dropping It : We wonder now, noting his success In st * persuading council to reinstitute that ser- + vice, why he was unable to put Ald. Jim : Gouk’s attendance Saturday at a mesting of 7 the Ci Highway + successful candidacy for a position on ihe 's board of dir imi- : ilar perspective. At acouncil meeting earlier thls month : Embree suggested Gouk’s responsibilities + would require his attendance, at an estl- + mated cost of $110 each time, of a greater + number of asseclation meetings. Although somewhat more abstract than + garbage pickup, the benefit gained through * the city’s membership in the organization Is ‘no less significant. A group of municipal : esunciis, chambers of commerce and Inter- “Indigiduals: from both B.C. and Serta, Pat asecctation has made Important affairs ministry and ‘other. level of government affecting them. In comparison with the cost the city faces each time It sends delegates and staff to UBCM meetings, the cost of sending a single delegate to represent the highway even on a quarterly basis will not be high. In addition, as Gouk has pointed out, assocla- tion directors could In the near future be attending meetings at no cost to the city after a planned review of the associations’ expenses formula takes place. An f whether representation of Castlegar as an ordinary member would have been worthwhile, It is obvious Gouk’s presence on the body which Is actually responsible for the functions of the association will give the city a stronger voice in the future of the arterlal highway which became a major factor In the area economy with the opening of the Castlegar- Salmo link two months ago. It would be Irresponsible for any council to let costs of this nature to * and greater use of Highway 3. Serving In a para-governmental ca- . } pacity the organization provides an opportu- + nity for communities whose economies are become excessive, but It would be even more irresponsible for iis course not to ensure C: in matters which are 80 important to its : ; directly affected by the highway to make growth and -GIC: A Sacred Cow (From an editorial in the Creston Valley Advance.) Over the years, every leve! of govern- ment has gradually increased Its services to the paying public. in- surance benefits, welfare and senior cliti- : zens’ benefits and even municipal garbage “collection are all services which we have come to expect. And once these services are In place, they are in place forever; no government, except one foolish enough to want to incur the wrath of the voters would ever dream of removing them, or even readucing the benefits. Unemployment Insurance Is an ideal ‘example. When the program was first ‘announced, its intention was to provide some sort of income for a wage earner who, through no fault of his own, lost his Job. Qver:the years, ‘losing one’s job’ could means fisherman who could net $20,000 during the fishing season, and then collect benefits the rest of the year. Seasonal workers are entitled to bene- fits, although they know that the work Is only temporary, and usually the workers are only providing secondary income. Periodically, and usually after the release of figures which show that the are run- ning billion-dollar deficits, the . federal government moves to tighten up on unem- ployment. But how difficult it is to apply one set of rules all across the country. In an effort to make the system more equitable, regional differences are taken into account, but rather than making the system run more , it only No, the unemployment insurance bene- fits will not be changed with a quick flip of the pen. They may be Increased, but to decrease them, or Insist on a means test before Insurance is available will raise the ire of the voters, not a prospect which the government can afford. Construction of a tourist information booth at the Kootenay Doukhobor Historical Society and National Exhibition Centre complex in Qotischenia and more extensive development of local recreation areas by the provincial government are among recommendations made in briefs submitted to Tourism Minister Grace McCarthy. * Relocation of the city works yard, continued sidewalk repairs and installation of a new water storage tank are among the projects recommended for 1978 in Ald. Brian Kilpatrick's works and services report for 1977. By MacKENZIE PORTER (A column In the Toronto Sun.) IN A RECENT CRACK- down on prostitutes Toronto police laid charges against Uheir “johns” or clients. This pro- cedure is not merely futile but an infringement on civil liber- lies and a threat to many reasonably happy marriages. Itis true that some “johns” disrupt traffic by curb-crawling on streels frequented by pros- tilutes, But the proper charge against them sis one of the dangerous or careless driving variety. A prostitute is just as much entitled to charge a fee for sexual services as a young woman is to marry an old man on promise of a marriage settle- ment. The difference in prin- ciples involved is fractional. Sex between consenting adults for love or money is a private matter and of no concern to the police as long as it is free from violence. SOLICITING BY PROS- titules anywhere is of little nuisance to anybody who has the common decency to look the other way. If somebody didn't need the woman she wouldn't be there. And people who pro- fess to mind their own business shouldn't be there. The calling and beckoning of prostitutes is an ancient street cry, no more trouble- some to other pedestrians than the whistle of the popcorn man. It is even less irritating than the handing out of advertising (From an editorial in the B.C, Medical Journal.) HOSPITALS ARE FOR sick people, plus other people who care for them. Hospitals are not busi- nesses, not financial institu- tions, not political entities. They should not be considered as conveniences for medical doctors, or as power-bases for any medical, par-medical or administrative groups, or as primary teaching ur research centres. Whatever internal organi- zational structure of any hos- pital might develop, it will lose its force and purpose if it is forgotten that the hospital is people. THERE IS NO DOUBT that the important people in a hospital are patients, Without patients there is no need for a hospital to exist. Many hospitals accept the responsibility of being the centres for teaching medical students, nurses, therapists in physical or radiological medi- cine, lechnicians in laboratory sciences and radiology, pupils in hospital administration. When a hospital adopts this role, it must always remember -that the teaching effort is secondary to the care of pa- tients. NEXT TO THE PA- tients, medical doctors are the most important people in hos- —/ The Bierman Bite Sex for Money a Private Matter -Politicians are Gutless, Not Puritanical, cots’ {20 2 \ oft Compan tt sthest Wt ie) us —— mg Boke GLB }——S © arpa eee eS aT van uR _Ropowuasssesseees “To be honest, OS00 “oy | was expecting something slightly different." leaflets or the holding out of coin boxes on a‘ flag day. Prostitutes should be left to pursue their profession where they will, unharried, as are the doctors they preserve from so much trouble. PROSTITUTION IS THE oldest profession because it cannot be wiped out. The hodge podge of laws designed to eliminate it merely aggravate its more lamentable aspects. Any worldly reader knows that there are a hundred reasons, none of them particularly de- plorable, why some men and some women engage prosti- tutes of their own or the opposite sex. One reason rarely remem- Hospitals Are for Patients Doctor's Role Needs a Hard Look pitals. They decide when people need to be admitted to hos- pitals, which investigations should be done on these people, what treatments should be given, and when the people should go home from hospital. Furthermore, doctors have a personal legal responsibility for their management of people in hospital. Surely it has to be accept- ed that this people-doctor re- lationship ought to put doctors ina primary position of impor- tance in the conduct and policy of hospitals.. People who are admitted to hospital consider Broudcasting Beasts to Gain New Enemy? Bad News for Bambi Biologists of the fish and ‘wildlife branch at Nelson havea touching faith in hunters that we find hard to share. Because they are protected’ by police they fel safe and so operate without the pimp and organized crime. I have’ said before that suitable areas for regulated red light districts in Canadian cities are such out-of-date carnival grounds and stadiums as those of the Canadian National Ex- hibition in Toronto and the Pacifie National Exhibition in Vancouver. RECENTLY, FLORIDA prosecutor Leonard Glink, dis- cussing proposals for licensed brothels, said; “The puritanical heritage of North Americans just won't allow it.” I-do not share Glink's pessimi: absence from Canadian munit cipal council agendas of motions for the establishment of gov: ernment brothels is due not i the insularity, ignorance antl bigotry of the electorate but to gutlessness on the part of local, poli iticians. : We Don't Know Where To Draw the Line. Their doctors are their pro- tectors, and are seen to be the final authority over all matters and events that occur in the hospital environment. MOST PEOPLE THINK that doctors have a large in- fluence ‘on all matters in hospital policy and function. To a degree we must admit that doctors, for a variety of rea- sons, have often stepped back from their responsibility in this area. Our profession should have a hard look at the present status of doctors in hospital function and organization. SINGER] At Singer, you get what you pay for...and a litle bit more.
