There should be a bylaw passed pro- hibiting unhitched teams to stand upon the streets. There have been several runaways recently, which endanged the lives of the people. So long as there is no penalty attached, men will presist in leaving the'r teams stand untied upon the streets. Make the penalty for the violation of such a bylaw heavy and it will be effectual. Rossland is lucky. Had there been the least bit of unfavorable wind this morning ourfair young city would now have been in ashes. The volunteer fire company responded quickly and effectu- ally.
