= ORD = BYLAW No. 265 i On Saturday, December 12, Cas-’ tlegar electors will be given a .se- cond opportunity to pass Bylaw No. ‘265 which refers to the means of financing certain improvements to our water storage and distribution system considered urgent and ne- cessary for the village. The degree of fire protection considered adequate for 2,600 population by the Canadian Un-. derwriters Association is a system delivering 1,350 gallons per min- ute for 62 hours in addition to the peak consumption. This ‘total re- quirement of 806,300 gallons in 6 hours can be met from the pre- sent pumping capacity: of 1,375 ~gallons per minute with bo th pumps operating, the present 150,- -000 gallon storage tank and. one tnew 150,000 gallon tank. Concur- rently, certain improvements to the distribution system are considered * vitally important for the applica- tion of this standard of fire protec- tion to the residential and com- mercial areas of Castlegar. _ The main items considered are: 1. A new 6” main on Elm St. ex- _ tending between Ist and 8th Aven- ues which will connect all intersec- . ting. lines. This line will reinforce the existing grid of 4° mains and > supply new hydrants located at the . intersections. In addition anumber of shorter lines will be installed for ‘ the same reasons: Examples: 6” main on Sth Ave., Cedar to Pine 6" main on 2nd Ave., Cedar to.Pine . ‘6 main on Green St.,; 6th: Ave.: ‘to - intersection of lane between. 7th - cand 8th at Fir -6"main on 3rd Ave.; Juniper to Ook. This will-also involve the | replacement of the Sopow water system recent- ly purchased by the village. 5. Approximately 24 new valves, The Bylaw sum is $108,000. Of © the total amount to be borrowed, two-thirds of this sum may be ob- tained from the Municipal Loan and Development Fund which provides for a 25. per cent remission for all works completed before March 31, 1966. This rebate amounts to $18,- 000 which together with the at = = ‘tractive rate of interest (five and oe three-eights per cent on the sewer: bylaw) and allowing for the: re-— maining $36,000 to be borrowed . -at:6% per cent permits an annual. : repayment of $7,750 for 20 years. “THIS ALLOWS FUTURE RESI- DENTS AND DEVELOPERS TO AC- -.
