The aim is. to set aside some of the province's most beautiful areas as wilderness regions, but proponents of wilderness legislation fear it will be a long and difficult task to convince the development-oriented Social Credit government of the need for pri wilderness areas. Committee chairman Ron Ress said the whieh had its first meeting Friday night, will look at the costs of a facility which will include a pool. “What we're doing is just getting the ball rolling,” said Ross who added that impetus for the committee came out of a recent public meeting on the new recreation master plan, where many residents indicated they wanted an indoor aquatic centre. He said the Rotary Club was looking for another project at the time of the public meeting. “We want to involve other organizations in the community to determine what the community wants,” Ross said. “When we have a good idea what the community wants and needs, and costs, we will proceed to figure out how to build it,” he said. That will involve meeting with the recreation commission and city council, and proceeding from there. “What we are trying to do is make sure we have our house in order so perhaps in a year’s time we can try to go about building,” he said, adding that it may mean a refer. endum, getting available government grants, or some type of public fund-raising. “We may need to do some fund-raising even before the referendum,” he noted. “We have a very open mind,” Ross said. “We may come back and say, ‘We don’t want to build this thing.’ “We won't be able to please everybody,” he noted. “But hopefully we can come up with something that will please enough people.” Members of the-committee include Ross, Don Fyfe and Lloyd Wilson. Recreation director Pat Metge has also been asked to sit on the committee, as well as Don McDowell of the Robson River Otters swim team and a representative from the Castlegar Aquanauts swim club. In addition, the committee will be approaching other service clubs to see if they're interested in working on the project The committee hasn't yet begun to look at plans for a pool or costs. However, the project manager for Salmon Arm's proposed leisure centre Dick Goldammer, and architect Mike Hill spoke to the Castlegar Rotary Club Tuesday. “The reason we thought of talking to them was because the facility being proposed at Salmon Arm may be very similar to the type of facility that may be considered in Castlegar,” said Ross. As well, the population base for the facility in Salmon Arm is quite close to the population base of Castlegar. Ross said Goldammer completed six months of preliminary work on the centre, looking at sites to build, pool costs, types of facilities and operating budgets. The city will vote on the pool in a referendum Nov. 17 Ross said Goldammer did as much political work — such as finding out what the community wanted — as design work. “He advised us on how to go about getting input in the community,” Ross said The Salmon Arm facility is expected to cost $2 million, which includes an auditorium, a six-lane 25-metre pool, a whirlpool, leisure pool, wading pool, arts and crafts area, weight training room, a small auditorium and a food preparation and concession area Ross noted that Castlegar already has many of the facilities as part of the Community Complex. He noted that subtracting those extras, would leave a cost of $1.4 - $1.5 million. He said Salmon Arm serves an area of some 14,000 15,000 people. The area ‘served by Castlegar Community Complex includes about 13,500 pepole. But Ross noted that there are people outside the area, such as people in Genelle and possibly the Slocan Valley would make use of an indoor pool “The key to making any facility a success is to get users in there, making sure it is a well rounded facility,” Ross said “We can't just build a pool for competitive swimming.” he pointed out The Salmon Arm group is hoping to get its annual operating costs down to $20,000 within three years, but Ross questioned that, noting that there are only a couple of pools in theprovince which have been able to accomplish that Meanwhile, Recreation Director Metge noted that more and more pools are adding additional facilities and thus are able to hold the line on their deficits. A study is due next month which examines indoor pools in the province and Metge estimates that each of them has a deficit of more than of $100,000 per year Metge stressed that a community can't just build a 25-metre six-lane swimming pool without other amenities. He said facilities such as a wading pool, sauna, and hot poolwould have to be looked at as well “It's very important to have all the extra items that make it a nice place to come and spend a couple of hours,” he said. He estimated an indoor facility could cost anywhere from $1.5 million to $2 million. He also noted racquetball courts may also have to be included in the facility. “It seems to be a real interest (in the community),” Metge said. “you almost have to include it to get additional support.” He noted that a weight room and dance studio would also have to be considered. “Those kind of things will pay for themselves in terms of operating costs,” Metge added.
