NEGOTIATING FEE Hatcher, who lives in Aus tralia, will not pocket the en tire proceeds of his discov ery. Ship and cargo are the property of the Dutch gov ernment, and he is negotiat ing what he and his team should receive as finders. He was evasive about the location of his latest wreck, saying only it is in the south of the South China Sea and in international waters — & point stressed for the benefit of any other government which might fancy a share of the booty. Some of the porcelain is being donated to museums but the vast majority will be auctioned in Amsterdam as was intended when it set out on its journey 235 years ago. Lots will range from single items to whole sets com prising up to 370 pieces, Christie's auctioneers said. Written test proposed VANCOUVER (CP) City staff thinks that Van- couver cab drivers should know traffic rules and under- stand English. So they want would-be cab drivers to pass a written examination. Currently, only taxicab owners are required to take a test before being granted a municipal permit to drive a cab.
