A lack in availability of parts has left the present’ system virtu- ally irreparable, 1 “Chlorine is quite a corrosive substance that eats away a lot of 9 things,” Comin said. Although the outside of the Chlorinator appears fine, corrosion” has Ieft it prone to break downs, “It's already gone down for a day and a half,” said superinten- dent of public works Barry Comin. “My word from the fore- man of the plant is that the chlori- nator is on a day-by-day basis. ° That's why we had to address it.” Comin said the failure didn’t f} pose any health risks and that the Ministry of Environment was informed—as required by law. The use of chlorine is required in the plant’s permit issued from the ministry. The $14,000 project was m included in the 1992 Capital Bud- get, and fi has Permit requirements are still “being met with the old unit but chlorine levels must now be mon- itored manually, “Our original permit called for chlorine as a disinfectant,” said Michael Harrison, a treatment plant Operator, “We're still ‘able to main- tain our chlorine residual level.” About 385,000. gallons of sewage enters the treatment plant each day, The chlorinater is sup- Posed to maintain the level of chlo- rine in use at two parts per million, or two pounds of chlorine for every one million pounds of water. The plant currently uses about six pounds of chlorine per day, Comin said the new parts have been ordered and the new chlori- plant is located behind the Wood- land ‘Park neighborhood area inland from the Columbia River. According to Comin the south- em treatment plant services virtu- ally all the residents of south Castlegar—an area which begins approximately south of the 17th Street. The treated water eventu- ally enters the Columbia River. It has no relation to Castlegar’s sup- ‘ply of drinking water, > There are other methods of treating the sewage but Harrison said chlorine is the easiest and my been applied for from the Min- s istry of Municipal Affairs cost | -sharing program. Some Castlegar residents arc _ over a sheep—which seems to have taken abode beneath the train bridge. Bev Postnikoff is one resident who has seen the domestic sheep, and believes the animal has been surviving alone in Castlegar since October. “Some people had told me about this sheep which they would see every now and again. I finally saw it one day while I was walk- ing across the train bridge.” According to one official, RCMP have tried to capture the shecp ‘weeks ago. but were unsuc- cessful. “With the snow building up that animal will probably starve to death if it doesn't receive help fast," Postnikoff said. Residents say they have con- tacted both the SPCA and a local game warden. Unconfirmed “It's ‘really cruel to Iet a domes- tic. animal attempt survival on its own. I hope the police do some- thing.
