TI pon Roberts trembled. and the establishment of that mutu- al confidence which is the first re- quisite for a good understanding be- “tween capital and labor. This re- sult was brought about by the med- iation of two men who are admira- bly adapted for the task to which they were called—R. C, Clute, the Domini labor i , and Ralph Smith M.P. P., the head of the coal miners’ union and of the ion trades and labor con- gress. To them and‘ to Minister Curtis, at whose instigation they took up the delicate work, is large- ly due the credit for the settlement of the question at issue. There is every reason to believe that the settlement is permanent, for it is founded on the sound prin- -"ciple of payment by the amount of work done, not by the length of tyme occupied in doing it. This ‘system of piece work has been gradually extended the world over in every branch of trade until it is now in almost universal practice. It produces the maximum efficiency of the twin agents of production—la- bor and capital—and therefore will redound to the benefit of both. By reducing to the minimum the cost of producing each ton of ore, it will make profitable production of a vast tonnage of lower grade. This implies employment of more men, the pay- ment of larger profits to the mine- owner and increased business for every trade in the city. In other words, it means general prosperity. The conciliatory _—_ disposition shown by the miners’ union has done more to strengthen it with the employers and in the public estima- tion than any other agency. A labor union under the reg of the |: Kitchener shook in his shoes, Sal- isbury was bowed with grief and ‘Kruger gave another interview to a yellow journalist.
