David Ralph McMillan, 26, of Salmo, flying the Cessna Skyhawk, returned “safely to the Castlegar airport with light damage” to his airplane, ac cording to the RCMP. Harry Simpkinson of Trail said he saw the Cessna Skyhawk plummet to wards the earth while raking leaves in his backyard. “I was attracted by the loud engine noise as though he was in a power- drive . . . He came down in a barrel- roll straight down to the ground.” Simkinson said he thought the Sky- hawk “was just stunting” until he rea- lized the airplane had crashed. . And then we were looking for a cloud of flame,” he said. “I thought he was gone for sure after he didn't come out of that dive.” Simpkinson said he didn’t actually see the airplane hit the ground, and didn't see the other air- plane involved in the accident. As the airplane fell to the ground, the engine was “going full-blast,” said Simpkinson. The whole thing happened in less than 10 seconds, he added. Contrary to some reports, Simpkin- son said he didn’t see one of the Sky- hawk’s wings fall off as it made its des- cent. Simpkinson said he has given his eye-witness report to the Trail RCMP, and Transport Canada officials. McMillan said he'd been advised by Trail RCMP not to discuss the accident. The budget passed without any dis- cussion because the board had arrived at the final figure during several meet ings of the committee of the whole, which is not open to the publi The 1984 budget is $5.909 million — up 2.4 per cent from the $5.77 million budget brought down last year. And Castlegar Mayor Audrey Moore said in an interview after the meeting regional taxes will remain much the same as last year. Among the five basic parts of the budget to which every rural area and muncipality contributes, the adminis tration portion accounts for the largest single chunk — $377,562. That's up only $8,569 or 2.8 per cent from last year. The planning department will have a budget of $360,681 this year — up $22,641 from 1983. Glade residents have ferry hours restored By CHERYL CALDERBANK Staff Writer Glade residents have won the fight to keep their ferry’s full operating hours. The ferry's hours of operation were to have been cut to 18 hours from 21's hours beginning today, but Highways Minister Alex Fraser has reversed the decision. Hours of service on the Harrop-Proc- tor ferry were also to have been cut back from its 24-hour service, but those The reversals were the second in less than a week affecting West Kootenay ferries.
