Rossland may be overbuilt in some lines of business and a thinning out may follow, but that is no reflection upon the camp or the mines, The Kootenays are a big country and it was quite natural for mining meu and pros- pectors to investigate other sections and that is what they have been doing this season, and that is why some of the business men of Rossland have been disappointed. People are returning every day, satisfied now that this is the best town and camp in British Colum- bia. There are Liberals in Rossland who take issue with those who believe this proviuce is overwhelmingly conservative and are anxious to make the next elec- tion a contest upon political lines. To overthrow the present government seems to be the much desired object. The op- position seems :onfident in doing that without drawing political lines and will no doubt be reluctant about entering into the uncertainty of acampaign with any other object in view. So far as Ross- land is d she will p al- e eee, 7-17-1mo ways oppose an export duty, but Ross- land is a very small portion of the Do- minion of Canada. The present City council is large enough to spend all the money in sight, and as most of the important questions have been determined, there would seem to be no occasion for electing a successor to W. A. Campbell if it can be avoided. It will be a strange law that will not demand the filling of the vacancy in the ity council caused by the failure of W. A, Campbell qualifying. —_——— ROYALTY AND JUSTICE. Toronto Star’s View of the Clondyke Regulations, When the Dominion of Canada im- posed royalties on the mines of the Klon- dike, all Canadians approved and rightly maintained that the people at large should have some share in the natural wealth of the land, says the Toronto Star. But a government has no right to tax acommunity without giving some- thing of value in return. Canada taxes us, but gives us legal protection, cares for life and property and in many ways guards her citizens against danger and want. So when the Dominion puts a special tax on the Klondike, that district should have government protection of a more thorough kind, and many privil- eges which are not now granted. The government should see that the inhabitants are never in danger of starvation. The income from the royalties pan pe large and this is a duty imposed on the should give a better jndiciat svatem.
