Its great walls rise above the rubble of many lives; drug dealers at times work in the shadow of its towers. Its grandeur is glaring. And yet, there is something neighborly about the Cathedral Church of St. John the Divine. In the chill of December, laughing children kick a ball in the church playground. The bishop's dog roams safely away from the resident peacocks while a man delivering cookies to old people stops by to chat up the dean's Secretary. Even in its unfinished state, St. John’s is the world’s second-largest church, almost three times the size of Westminster Abbey in London and smaller only than St. Peter's Basilica in Rome. Everyone, it seems, comes calling. Recently, it was a group of Tibetan monks, who lighted 1,000 butterlamps im & peace ceremony. Poor people come not only to pray, but to preach. Dean James Morton shares his Episcopal (Anglican) pulpit with rabbis, ists, Bi the homel and politicians of every stripe. Rev. EACH s MPs won't get huge increases OTTAWA (CP) — MPs and senators won't be getting any whopping salary hikes this year because wage increases for Canadian workers were low in 1987, Average backbench MPs will see $1,300 tacked onto their 1987 cheques for a total income of $77,800 in 1988. Prime Minister Brian Mulroney will get a $2,500 raise for’ total of $148,900, provided his government survives any federal election that may be called in 1988. Cabinet ministers, Liberal Leader John Turner and Commons Speaker John Fraser will earn $122,300 each in 1988 — an increase of $2,000 — while New Democrat Leader Ed Broadbent gets $104,600, compared to $102,900 in 1987. ‘The average senator will receive a $67,700 pay package in 1968, ‘ Parliamentarians’ salaries are tied to either the industrial aggregate, which measures average hikes in workers’ wages, or the consumer price index, whichever is lower, In 1987, wages increased on average 2.8 per cent while, consumer prices rose about 4.4 per cent over 1986, based on the latest available figures from Statistics Canada. Under the Senate and House of Commons Act, the increases are set one percentage point below the lowest indicator, Therefore, MPs' and senators’ salaries will rise about 1.8 per cent in 1988, The industrial aggregate is the average of all wages and salaries in forestry, mining, manufacturing, construction, transportation, communications, trade, finance, real estate, services and the public service. Mulroney and his cabinet ministers got hefty increases last year after they dropped a two-year freeze on their special salary allowances. The Prime Minister's pay rose about $14,000 a year ago. All MPs, including cabinet ministers, earn a basic pay package — $58,500 in 1988, up from $57,400 — plus tax-free expense allowances based on their riding location. MPs from the Northwest Territories will have expense allowances of $25,600 in 1988 while those in 23 remote ridings, including Mulroney's Quebec riding of Manicouagan, will be $23,900. MPs in all other ridings will receive $19,400 for their expense allowances on top of their basic pay. The costs of running their offices, travel to and from their ridings and other perks of the job are paid for from general Commons expenses. Cabinet ministers, Turner, Broadbent, Fraser and other MPs holding spetial positions receive allowances on top of their basic pay and expenses.
