Budnick file his claims to mineral rights on Mars, workers in the Spokane County auditor's office have won # highly) vocal fan. “I love Spokane,” says Budnick, 39, a social worker in Holyoke, Mass. “I love the people of Washington. “Youre the only ones who have filed my papers, who haven't ridiculed me or called me.a crackpot.” “Wee like his money,” says Auditor William Donahue. “We'll take anything anybody wants to file as long as| there's a title and a name on it.” He says the agency received $1.5 million in revenue last year, including about $100 from Budnick. Donahue says the policy is the result of a county prosecutor's legal opinion issued some years ago. “We were told that the quickest way to end up in cdurt was to refuse something,” Donahue said. “Ever since then we've had a pretty open door and, over the years, we've filed some real weird things.” After 15 years of work in the office, Mary Freese says many people seem to believe that filing a document with the auditor hi itimi: or provi legal protection for it. All the filing fee — $5 for the first page and $1 for every one after that — actually provides, however, is placement of the item on a log open to public inspection. We had come to really respect and love each other. We were able to take a breath and say maybe there is something worth working towards here.” On Tuesday, Hansen helped officially open a spinal cord research centre at Winnipeg's Health Science's Centre and paid a private visit to some of the hospital's disabled patients. The wheelchair marathoner also received a thumping welcome at a student pep rally on the University of Manitoba campus later in the day. When Hansen's around-the-world wheelchair tour to raise awareness of disabled people had returned to Canada and was wheeling through New Brunswick in September, he asked Reid, a physiotherapist, to marry him. “I wouldn't be here right now if I didn’t have a physiotherapist as qualified as her,” Hansen, 29, said during an elevator ride amidst a hectic day of media interviews and public appearances earlier in the week. “Over and above that, our relationship has developed. It’s been an unexpected source of joy and pleasure. ‘It's “Rick is just like everyone else, just like any other disabled person. Their wants and needs are very similar. “There are certain situations where marrying a disabled person is a little more complicated. It's not a normal life as you and I know it. That doesn’t mean its any less fulfilling. We're trying to erase some of the old attitudes and have more, progressive healthy attitudes.” Most troubles the couple face in married life will pale besides the hardships they've encounter travelling through 34 countries, spanning 35,000 kilometres. “Under this kind of strain, when you work with people 24 hours a day, in very close quarters, you test the foundation of any friendship, any relationship,” Reid chuckled. Brief calls for change » VANCOUVER (CP) — The provincial government should change the Labor Code to remove employer bias and improve relations between employer and employee, the B.C. Federation of Labor says in a brief to Labor Minister Lyall Hanson. said Freese. “The trouble was that every time he came in, he used a different name. He was a doctor once. Then he was a lawyer. He used so many names I couldn't keep track of him and had a lot of difficulty locating items when he wanted to look at them again.” Then there is Budnick, whose claims include one to “all minerals, and unlimited air rights to the planets, asteroids and stars.” Budnick said he discovered the open filing policy by process of elimination in 1981. “They all laughed at me,” he says. “I tried every place in my own state. Then I moved on to New York and Indiana and Iowa and Illindis and Idaho and California. “They don't realize that the nation that fails to expand eventually collapses. So we'd better get clicking in outer space or we'll collapse, too.” Donald Pijar, director of the Massachusetts Depart- ment of Public Welfare, is not amused. “I was afraid you'd say his name,” Pijar said. “I don't know why he does these strange things.” In gratitude for the auditor's open-filing policy, Budnick has donated one-eighth of one Martian claim lexclusively to the residents of Washington state. RAISED EYEBROWS Like most things connected with the tour, the announcement of Hansen's pending marriage has raised eyebrows and caused scrutiny. “I know there's been some questions,” said Reid, daughter of Patrick Reid, the commissioner general of Expo 86 and a recent Order of Canada recipient eYAEINIEIN GENERAL MOTORS “T” CAR NO. | SELLING CARS IN B.C The federation released its brief at a news conference Monday, the same day Hanson began a provincewide tour in Nelson, holding hearings in nine communities to hear proposals to amend the code, which effects more than 450,000 union workers. The federation said any new legislation should assist collective bargaining and protect innocent third parties from the impact of work stoppages. “It is too simplistic, in our view, simply to undertake a reviéw of the Labor Code only to protect the public from long disputes in critical industries,” the brief said. Eliminating the right to strike or restrictin ion ac- tivity “will only lead to more industrial turmoil,” it said. “Investment will not improve. Things will only get worse.” The brief called for changes to organizing clauses including: 4 Automatic certification where a majority of employees want a union, or a speedy vote after an application to minimize employer interference; e Elimination of partial decertifications; Elimination of the requi for emp unani- mity when considering multiple employer certifications. To improve bargaining, the brief suggested combining the mediation services and Labor Relations Board bureaucracies and establishing a joint government-union. pl ittee to study pr iye mediation. Gerry Therrien aims to turn this Rocky Mountain pulp town into Hollywood North by training wild animals for movie star- dom. The former coalminer left Hinton on a motorbike about six years ago to forget an unhappy marriage. But he returned because he felt the location was perfect for train ing animals like Bengal tigers and black bears. “I can't believe the res. ponse we are receiving from companies wanting animals to perform for film,” said Therrien, 31, whose plans in- clude a mock $250,000 west. ern town as a backdrop. Therrien learned his craft in California, where he tem arm when a 275-kilogram black bear bit him. He has also had.a tiger chomp through his hand and watched a cougar sink eight teeth deep into his right thigh. Therrien got into the busi ness after talking to a trainer in California. BUILT CAGES “One day in a restaurant I met Marvin Downey, who owned and trained the chimp in BJ and The Bear. We got talking and I said I'd done some welding and he got me to build a couple of cages.” Therrien began working with animals and that same year met American stuntman Monty Cox.
