ABANDONED AIR FORCE BASE Pilots learn to fly VANCOUVER (CP) — Every few minutes, a Japan Air Lines Boeing, 747 takes off or lands at an aban- doned American air force base out- side Spokane, Wash., which the com. pany has under long-term lease. But the flights are not linked to the Japanese tourist invastion of the Pacific Northwest. They are part of JAL's crew training effort to tackle what the company says is a major problem — a shortage of pilots with the hours and experience to fly the world’s biggest commercial jetJiners. It is this scarcity that stands int he way of non-stop Toronto-Tokyo flights, the airline's Vancouver spokesman Peter Waitt said. Waitt said even though Canada and Japan announced Friday they have signed a new air services agreement permitting the flights, it will be some time before JAL is able to exercise the option. “We don't have the equipment and we don't have the crew and we won't have for three or four years down the road,” he said. Calgary-based Canadian Airlines International said its Toronto-Tokyo routing, using extended range DC 10-30 aircraft, could begin as early as next spring. Canadian Airlines said it has an agreement in principle with JAL to provide “co-ordinated non-stop ser. vice,” although the details haven't been concluded. Waitt said this likely means JAL will sell seats on the flight, but the route will be operated by Canadian Airlines, using Canadian’s aircraft and flight crews. He said JAL’s policy, under agree. ment with its unions and according to Japanese government protocol, is to hire only Japanese as pilots. Canadian Airlines’ spokesman Ruth Montgomery said there is no shortage of pilots in Canada and additional flight and cabin crews will be hired as new aircraft come on line.
