First-time candidates Pam Ball and
Penny Tees will compete for the
Area H (Slocan Valley) trustee
position in the Nelson and district
school board election Nov. 17.

Incumbent Bob Cunningham is
not seeking re-election.

Ball and Tees both “indicate that
the provincial government’s Year
2000 program is the main issue for
them in this election.

“I'm really excited about it,’’ Tees
told the Castlegar News. ‘‘(My role)
will be to make sure the goard's
Policies are up-to-date and then lead
the way when it’s clear that the
recommendations are appropriate
and positive for our district."”

Ball said in a news release that she
is excited about the opportunities the
Program provides to better meet the
needs of students.

“I look forward to learning more
about how this program will be im-
plemented to provide an even better
education for all of the district's
students,’’ Ball said.

Under the Ministry of Education’s
Year 2000 project, students will work

The Valhalla Society says it wants
to clear up the confusion over its
position on the Celgar Pulp Co. ex-
pansion proposal.

Neither the Valhalla Society nor
the Kootenay Coalition for an
EARP, an umbrella group to which
the society belongs, supports the ex-
pansion of the Celgar pulp mill at
Castlegar, the society says in a news
release.

Society director Anne Sherrod said
there is confusion about where the
gtpup stands because a major plank
of the Valhalla Society’s platform
was not clearly expressed in con-
cluding remarks to the panel
reviewing Celgar’s proposed $650
million expansion and modernization
during techhical hearings in
Castlegar last month.

“The final summary failed to state
that we are utterly opposed to the
expansion,’’ Sherrod said. ‘‘It’s true
that we support the clean up of the
mill, but we are opposed to the
doubling of production. This is con-
sistent with all our previous com-
munication to the coalition, the
public and the panel.”*

Sherrod said the coalition’s lawyer
was given a list of recommendations
to read to the panel that the Valhalla
Society wants followed if the panel
recommends approval of the pulp
mill project.

“‘The recommendations were made
in the light of trying to control or
limit the amount of damage that
would be done if such a decision
were made. However, the necessary
Preamble to these points was that we
did not want such a decision. This
did come out in the lawyer’s presen-
tation, but it should have come
before the recommendations,”’
Sherrod said

is ‘very disturbed’* by Celgar’s call.

“How does Celgar know what the
panel’s recommendations will be?
Celgar claims all the federal and
Provincial agencies and independent
experts approved the project across
the board. This omits a literal moun-
tain of very serious concerns and
criticism expressed by government
teams as well as independent experts.

“These people repeatedly told us
that the project poses various risks
of unknown proportions — some of
them very serious — and that before
the risks could be adequately
evaluated, more information was
needed, more studies had to be done,
certain cautionary steps should be
taken,’’ Sherrod said.

In Celgar’s news release, Sweeney
said it was gratifying to see the
public hearings produce across-the-
board support for the mill moder-
nization from the federal and
Provincial environment ministries,
from U.S. environment authorities
and independent experts retained by
the review panel.

Lorne Parnell, vice-president of
one of Celgar’s parent companies,
said Celgar is not prepared to do
any more studies on the project, the
Valhalla Society noted.

Sherrod said this shows a disregard
for the risks to public and. environ-
mental health posed by the project.

“The rush they are putting on the
decision-making process is warping
everyone’s capacity to deeply con-
sider what these risks mean and how
they can be avoided

“I'm sure the panel knows that the
issues are much more complex than
Celgar portrays them to be. The en-
vironmentally concerned public will
not stand for having a project with
impacts of this magnitude, and with
so many unknowns, railroaded
through without enough time for
thorough assessment,’’ Sherrod said.

Sherrod said the Valhalla Society
and the Kootenay Coalition are
preparing final submissions to the
panel that will accurately state their
concerns and conclusions.

Contract talks
going slowly

Spokesmen from both sides of the
bargaining table say contract
negotiations between the Castlegar
school board and the Castlegar and
District Teachers Association are
progressing slowly.

“We're getting there slowly but
surely,”’ trustee Ed Conroy said
Thursday following the latest round
of talks earlier in the week.

More meetings are scheduled for
Nov. 14 and 16, Nov. 26 and 27, and
Dec. 10-4nd 11.

the unemployment rates for
Castlegar and Trail after
Castlegar’s rate rose again in Oc-
tober to 10.4 per cent, up eight-
tenths of a per cent from Sep-
tember, Statistics Canada said

Trail’s rate stood at 10.7 per
cent for October, up only 0.2 per
cent from September

Castlegar’s rate declined from
May to August, when it hit a low
of 9.2 per cent. During the same
period, Trail’s rate rose, peaking
at 12.2 per cent in August. It
declined to 10.5 per cent in Sep-
tember

Castlegar is part of a Statistics
