The bill to incorporate the city of Rossland has passed its second * “peading in’ the “provincial legisla- ture. The government has endeavored to treat Nelson and Grand Forks in the same liberal manner as Ross- land and has introduced a measure embracing the three placess, There area few kickers in Nel- son and Grand Forks who have. had no influential newspaper to * effectually crush out their senseless “Oppositi ‘Their opposition ‘may ‘delay the passaga of the measure as far as their towns are concerned but Premier Turner has assured a ive of the R: that ‘|the clusive trol over them without provisions being made that will hind them to make proper use of them or forfeit their charters and possibly suffer other penalties be- sides, Kootenay will be con- strained to cry out against the in- justice. EXACT AND EQUAL JUSTICE. Some time ago the Rrcorp took occasion to censnre the officera of law for showing favoritism and cited an instance where two ill clad miners had been arrested and fined for disorderly conduct, and @ young man who was able to stand off his\tailor for good clothes, was allowed to go, although he got drunk and rode a horse into cer- tain bar rooms, and otherwise made a fool of himself to the dis- gust and annoyance of the general public. We at the time insisted that exact and equal justice should be shown without fear or favor. These remarks are called out by the fact that a few evenings ago making night hideous when the police “gathered them in.” They three young Rossland bloods were |: Solid Vestibule Trains MODERN EQUIPMENT THROUGH TICKETS To TACOMA, SEATTLE, VICTORIA, VANCOUVER, PORTLAND, and California points. They will not permit the measure to be de- leyed on account of dissention in the other two towns. ROUND OR SQUARE sHarTs- The Spokesman-Review of recent date prints the following: “A gentleman who is familiar with the mines of Rossland, says that in his opinion there will be not to exceed 12 big paying mines in the Rossland district. Among them are the Le Roi, Centre Star, West Le Roi, Josie, Jumbo, Koot- enay and Columbia, Deer Park and Cliff. He says it is a big camp which has produced more than a dozen good paying properties,” John M. Burke, one of the best mining men in the west, pokes some fun at the fellow, and the paper for publishing such rot and asks sume pertinent questions. Here they are: _ “T would like to ask the gentle- man who predicts the exact num- ber of paying mines that Ross- land will have, and who also has _ the ability to select from the pres- ent mines und prospects of this camp which they will be, a question “ortwo: . 1 Which way does he think the ‘mines in this camp can be worked to the best advantage, with around or square shaft ? 2. Would he advise us to keep on working any of the mines or prospects here outside of those he names. For instance, such as the _ War Eagle, Iron Mask, Monita, Crown Point, Great Western and such ? 3. Will he please be kind ‘enough to furnish us his name, so that’ we fellows who follow mining for a living my at times in the fature get free gratis information from him if such should be needed, because we recognize from the above that he must be a man with @ massive eye and an eagle brain. The Spokesman-Review has been in touch with this av2 other min- ing sections long enongh to know better than to publish all the gush and baulderdash, ‘dhd foolish notions brought into Spokane by Yom, Dick and Harry, still it keeps on doing it, VALUABLE WATER for their appearance was given and the next day each fined $20 and costs. The Recorp desires to be no less tardy with its praise than with its censure. 80 takes this opportunity to commend the offisers of the law in arresting and punishing these young men and trust the example made of them will be a sufficient lesson'to others who have been in the habit of disturbing the town with their night carousing. —_——— There can be no question about the street sales of the Dairy Re- corp being at least three times as large as that of our contemporaries, and if any advertiser cares to in- vestigate the carrier list of the two papers, he will find that the Recorp goes into three out of four of every usiness house in Rossland and that is 50 per cent above that of the morning paper. These facts are worth knowing to advertisers. The organization of the city gov- ernment forthe town of Rossland under the proposed new charter may be accomplished under the im- mediate supervision and direction of a few scheming politicians but it is to be hoped not. Only men who are vitally interested in the welfare of thetown should be chosen as the first officers of Rossland. a BADLY FROZEN. Four Weeks in a Shack with Scarcely Any Food. With feet frozen, atarvad and co m pletely exhausted, Billy Kerr and his partner, Tom Daniele, were picked up on the west side of Slocan lake nearly opposite Silverton last Monday morao- ing by two Englishmen in a canoe, says the Slocan News, and brought to this place. Billy Kerr was taken to the Hick’s Hotel, and Dr. J. Gitus summoned to attend bim. His feet were found to be badly frozen and his toes had reached a stage of decompo> sition, and had to be amputated. Two of them merely hung by the skin and were easily removed with a pair of scissors. He bore up bravely under the operation, cousidering his weak condition ‘bey had gone up the lake in a boat to stake a claim and while at work, their boat was stolen compelled to remain in the mountains with The Turner government has de- clared its intention to protect the province from charter mongers. There are now a large number of applications for charters covering water power privileges. These ap- plications have been referred to the proper committee and must be re- ported on according to their merits, but at the same time the govern- ment has intimated that it will pass legislation that will prevent such privileges being tied up and made unavailahle to the public. This legislation has a lively bear- ing upon the futare of the Koote- oays. The Trail creek, Slocan avd Bo ‘y districts abound with water powers. These will ulti- weeke, ->— . MET IN ROSSLAND. In all, Mr. Perry has completed 25 miles of the survey and states that the work has been fairly good. So me parts were very heavy but along tue lake shore the route generally is feas- ible and the construction witl be easy.
