But in Canada, the government is just getting around to demanding more dimentary first-aid kits. Such a regulation is now working its way through the system and should become law this spring. Air Canada, CP Air and Wardair planes carry well-stocked doctor's kits. With the merger of CP Air and Pacific Western, and with CP Air's takeover of Nordair and Eastern Provincial, Dr. Walter Hartzell, CP. Air's chief of medical services, said all planes flying the colors of the new airline will be equipped with the kits. Dr. George Takahashi, director of civil aviation for the federal Health Department, said the government is not planning to follow the lead of U.S. authorities and demand doctor's kits because most big airlines already carry them. The kind of equipment and range of drugs in the kits varies from airline to airline. CP Air refuses to say what drugs are in its kits except to say that doctors would have what they need to treat most emergencies. Hartzell said the airline has received only one complaint from a doctor who found the kit lacked what he wanted. MOSTLY SIMPLE The simple things like the blood-pressure cuff and the stethoscope get the heaviest use — “a reflection of the fact that most of the incidents we see ar enot that serious,” Hartzell said. ‘The'kit, he added, is effective for what it is designed to do. The airlines, after all, are not running an emergency room in the skies. People with serious medical problems that could be aggravated in flight, where stress is greater and air pressure lower, should at least check with their airline's medicla department before booking their tickets, airlines say. Saint-Pierre said people with medical problems or those who have just had surgery should check with their own doctors to see if they are fit to fly. There are a vareity of conditions where flying is not a good idea. These include severe anemia, recent heart attack patients and women in the late stages of pregnancy. HAS DOUBTS Takahashi of the Health Department has some reservations about the kits aboard planes. “I feel you don't save a heck of a lot more lives by putting all that stuff on board,” he said. “Sometimes we get carried away with equipment and drugs.” In some cases, modern equipment and powerful drugs could present a danger in the hands of a doctor who is unfamiliar with them, he said. And there may be some aggressive physicians who think they can treat a patient in flight instead of asking the pilot to land at the nearest airport. “My own feeling is that if I'm on board an aircraft, my role is to assess the patient and advise the pilot,” said Takahashi.
