Wednesday, April 8, 1992 Mall shows Signs of life Jonathan Green NEWS REPORTER Castlegar residents received a sign this week, but it wasn’t from the heavens. The Vancouver-based Reid Group had a sign erected on Columbia Avenue across from the Blue Top Tuesday proclaiming that 60,000 square feet of new excitement would be “Opening Soon!” ‘Developer Sandy Reid said the sign was just another step in his firm’s plan to build the Southcenter Mall, a late one though. “We were a _little negligent in getting the sign up,” he said. “We should of fe have had it up a while ago.” Reid said his group is poised to start building, and is waiting for a response from the city. “We’ve submitted a plan to the city for the development permit,” he said. But city administrator Gary Williams said Reid is getting a little ahead of himeelf. “We haven’t got the plans yet,”hesaid. .- A new sign adorns Columbia Avenue these days, as the proposed Southcentre Mall inches closer to reality. Williams said the next stage for the Reid Group’s mall would be the issuing of a development permit, but it’s not something that will happen tomorrow. “What needs to be done is we have to review the plans and issue a development permit for the site,” he said. The City will provide the flower box (approximately 3 feet x 5 feet) complete with plants and soil. Participants will be required to provide plant maintenance and care. The Flower Box will be placed in the location of choice but must be visible from the street. The U.S. Department of Commerce last month slapped a 14.48 per cent tariff on all Canadian softwood lumber going south of the border. Ministry of Forests spokesman Hartley Lewis said it’s questionable as to just who is pushing the four congressmens’ buttons. “There’s some puzzle as to whether the people making the offer are in step with the people in those areas,” he said. Since the tariff was introduced, local lumber exports to the U.S. have been just a fraction of what they usually are, and local MLA Ed Conroy blames the free trade agreement. “I don’t think the Americans are real free-traders,” he said. “If they were, we wouldn’t have anything to argue about.” Conroy added that the U:S. is quite willing to take, but not as willing to give. “It just seems kind of ironic to me that they'll drop the tariff if we sell them our logs,” he said. “That doesn’t quite compute.” Bob Sloper. of Atco Lumber in Fruitvale echoed Conroy’s comments on the free trade part of the deal. “I think we should stand back and take a good look at entering any future free trade agreements with the U.S.,” he said. The Department of Commerce is expected to make’a final decision on the tariff later this month.
