It has only two parts. The first asks, ‘‘How much money did you make last year?”’ The second says, ‘‘Send it in.”’ The joke is told by financial plan- ner Peter Volpe, who has a harsh opinion of the real tax return: “It just seems to get thicker and heavier and longer every year.’’ While aspects of the income tax system change -every year, the frustration remains, says Volpe, president of the Canadian Association of Financial Planners. “The whole thing’s a mess,”’ he says from his Toronto office. ‘*The system is ridiculous.”” In response to such criticism, Revenue Canada has introduced two new, simplified tax forms this year, 34. They're **people with simple tax situations. Neither form requires taxpa: 0 perform any math. Revenue Cahada calculates the deductions and credits. But taxpayers who use these forms won’t know the size of their refund or their tax bill until they receive Ti General, which are available at post offices. Of these two returns, both of _ which require people to make their own calculations, the four-page General is the most detailed. The Special, which has been reduced to two pages this year from four, is a simpler version of. the General form. But it does not allow for reporting income such as ‘Tent, alimony or self-employment ear- nings, or for claiming credits such as the dividend tax credit. The 65 Plus and the Short forms allow even less space for income, credits and deductions. David Ingram, author of The Ultimate Year Round Tax Guide, says virtually every taxpayer should use the long Tl General return so their from R Canada. The department has sent out 500,000 of the 65 Plus forms and 4.4 million of the Short forms. However, any taxpayer can still use the two other forms, the T1 Special and the Rich richer, stats show OTTAWA (CP) — The rich got richer and the middle class got poorer ‘in the 1980s, according to Statistics Canada. The top-earning 20 per cent of Canadians increased their share of the national income pie to 41.9 per cent by the end of the 1980s, figures released show. That’s five per cent more than they pulled in at the start of the decade when they earned 36.9 per cent of total income. The gain came entirely at the ex- pense of middle-income earners — the 60 per cent of Canadian with total annual income ‘uel General Contractors Generator Maintenance between $18,000 and $64,000 — the ‘istics Canada figures show. Even the Tl Special is too short, he says. “The way they made it shorter was to cut off deductions,’’ says Ingram, president of the Cen-ta group, a Vancouver-based company that of- fers tax advice and other. financial counselling. “There’s inadequate space on the Special tax return for medical expen- ses, for instance, The line’s not there and you say, ‘maybe they don’t allow them any more’ and you just continue.” But Doug Bradley, a tax specialist with accounting firm Coopers and Lybrand in Toronto, says it’s up to taxpayers to choose the proper return. “You can’t criticize them (tax of- ficials) for putting out a form that people might use inappropriately . . . There’s. obviously a danger that if people don't read the guidebooks very carefully they may be using forms that don’t contain spots for deductions they’re entitled to."” Other income tax changes for 1990 include: ct * An increase in the federal surtax on the first $15,000 of federal tax payable to five per cent from four per cent. For the amount exceeding $15,000 the surtax is now eight per cent, up from 5.5 per cent in 1989. © An increase in the taxable part of any capital gain to three-quarters from two-thirds. * Minor revisions. to slips. like the T4 so that the infor- mation boxes are by num- bers instead of letters.
