A party of Remington scouts eluded the Boer pickets, entered ~Norvals Pont and ble information.” They nonplussed the Boers be- cause they knew how, because the Boers’ method is their method and because their intelligence has he- come superior to that of the enenty. While the Britith colonists have kept up with the progress of the times in every way and have had their intellect sharpened by modern edu- cation and frequent contact with the civilized world, the Boers have been isolated on their farms and have had their minds narrowed by the mental isol of their ignorance and nar- THE ONLY ALTERNATIVE. rowness. Set an equal number of Cana- dians, A Hii and New Zea- It appears that the opp dreads a dissolution almost as much as the Semlin government, for the same reason—that its individual members might lose their seats. The government is discredited by its inherent weakness and by the Martin scandal, and mere accident may at any day bring about its de- feat. The Turner faction, which constitutes the opposition, is also discredited by the scandal which brought about its expulsion from office. Neither could hope to win'a decided majority in case of dissolu- tion, for both would have to as- sume an attitude of apology, and the voters would regard the alter- native as the choice between evils. The government may drag along its miserable existence through the session, but it can hardly hope to accomplish anything, and it will only wear out the patience of the people by being such an unconscion- able Iong time dying. There is only one rational way out of the difficulty. That is, to sweep away both factions with their discredited leaders and their organ- izations formed to satisfy personal ambition without regard to any dis- tinctive principle. Put in their place the party system, organized on the same lines as in Dominion poli- tics, with new leaders of clean rec- ord, and with a line ot d landers to fight the Boer armies and they would hunt these landed gentry of the veldt from their holes, so that the heavy cavalry and great masses of infantry from the mother country could get at them and do execution upon them. The marti- nets of the Horse. Guards have to learn that war is not an exact science, but that its methods must vary with varying conditions. They may possibly learn it before this war is ended, but, if they should, they would be apt to forget it again with great expedition. —_—_——~- EDITORIAL NOTES. The source of Fraser river gold is said to have been discovered. once more, this time by K. Ludloff, who places it in some dykes of quartz on the upper Fraser 20 or 30 miles south of Fort George. Bryon’s judgment on the Boer war is as much at fault as it has proved to be on the Philippine war. The Liberals tried their under- hand methods against Mayor Good- eve, but failed through the public contempt their methods earned them. They are drawing party liaes where they Hope to win there- by and decrying partyism where they fear defeat. It remains for the Conservatives to make an open fight on those lines and force the Liberals to stop skulking in the brush and join battle on ‘jose lines. ———— PRACTICAL PROOF. If any evidence were needed to prove the obtuseness of the British war office in its management of the South African war, it is to be found ia‘ a comparison Of the results ‘at- tained by the regular army with those attained. by the colonial con- tingents.
