Birgit Vierheilig-Chart had applied to rezone 1575 Columbia Ave. from mobile home park to regional commercial. She had hoped to put a veterinary hospital on the property. Council had declined the rezoning last month because the development didn’t fit in with the overall Official Com- munity Plan bylaw. Under the OCP, that particular site is desig- nated for a “big box” type of devek Vierheilig- ‘Chart appeared at council's meeting Us or ig like that to come along again?” Mayor Mike O'Connor explained city council is bound to follow the OCP. “We've tried to look down the road a ways,” said O'Connor. “Often we're accused of not hav- ing a plan. If you can see in the future, you know somebody is going to be looking for large parcels of land. This particular property is one of those. We're looking at developers who will consolidate lots over there.” Kereiff replied that it means the current property owner “has land which is going to be useless for the next five to 10 years.” “Next door is last Tuesday to ask it to reconsid- er its decision. She said if her first proposal was too small, she would alter it to include a multi- unit professional complex of which the veterinary hospital would be @ major tenant. And I'm certainly happy to build more extensively, if size is a problem.” Phil Markin, the city’s develop- ment services director, explained the parcel of land is “meant for a Toys R Us type of store and not a small stand alone.” “I obviously can't compete with a Toys R Us,” replied Vier- heilig-Chart. “I'm not sure the res- idents in that area know what you plan to do with that land.” Mike Kereiff. Vierheilig Chart's realtor, also spoke at the meeting and said the city should consider pending developments rather than waiting for another big box store to Come in “Wouldn't we rather have a vet clinic employing people than a few mobile homes?” said Kereiff “It took us 80 years to get a Cana- don’t think even Canadian Tire will pay that. “If that was your property, I bet you'd think differently about it.” Mayor O'Connor curtly told Kerieff he shouldn't make assumptions about how other peo- ple think. O'Connor said if it was his property, he may consider forming a consortium. “Where do the people in the trailers go?” Vierheilig-Chart angrily asked the mayor. “Who will be left to service the stores in that area? Your job is to look after People in the city.” O’Connor replied “it's not the job of council to relocate the peo- ple or make sure they know about the Official Community Plan.” Councillor Doug Green sug- gested Vierheilig-Chart and Kereiff work with the city’s devel- opment staff to find an altemative site for the business. “T support your Practice and I want to see you set up here in the city,” said Green. “But we, as a council, are bound to support the plan. We can't go against what the community has decided. I suggest you work with Phil (Markin) and try to find an alternative site.” s Cragmon! Gift Cert Wood shortage hurts local sawmill JOHN BETTS For The Castlegar Sun Looking out of his office win- dow, Ken Kalesnikoff has a good view of his sawmill's most press- ing problem. The log yard is just about empty. For the time being, the Kalesnikoff Lumber Company sawmill near Thrums is out of wood. “We shut down Dec 18 and there will be a three-week layoff until early January,” said Kalesnikoff For the mill's 130 workers, it means a holiday they weren't planning on. For Kalesnikoff, it's not a good sign. “Right now, we're in’ trouble for logs. because of the wet weather,” he said. NEW YEAR’S From the Safeway Bokery Double Layer 7 Sa yg THUNDER 99 CRUNCH CHIPS Assorted varieties Nolley’s 173g family-owned mill Calculated over two shifts, Kalesnikoff cuts only 30 per cent of his mill's timber supply from Crown quota. That means he's constantly scrambling for other logs from private land to keep his mill's one shift working fulltime. But lately, that market has dried up. Kalesnikoff says his mill is in trouble because of the shortages. “With this inconsistent wood supply, I'm questioning if we will be able to build up a supply to get us through spring break-up with- ‘out another layoff,” he said. “If we have to shut down in spring, it Come have dinner with us on Dec. 31. We've never had to shut down due to wood supply in the spring, never mind the winter.” If all it takes is a few weeks of bad weather to bring his sawmill to a temporary halt, Kalesnikoff said he wonders what it will take to shut the mill down permanently. “This wood shortage situation is real. We're just not whining, Our position is tenuous.” Last summer, after reducing the annual allowable cut in the Kootenay Lake timber supply area by 18 per cent, Forestry Minister Andrew Petter announced he would take 80,000 cubic metres of wood out of spe- cial reserve in the timber area and make it available to local mills. The mills would have to come up with “creative alter- natives for harvesting and value- added proj Nelson- Creston MLA Corky Evans held three meetings in the district and heard pea ae ic nog including Kaleenlkott.. Evans’ report to the minister has yet to be made public, but Petter expects to make an announcement on the timber allo- cation this month. Kalesnikoff says his mill’s fate likely hinges on the minister's decision. “We need enough quota wood to keep one shift running year round.” If he can get the wood, Kalesnikoff says he is prepared to go ahead with a manu- facturing business proposal which would create 75 jobs. “The wood is critical to us,” he said. “The next generation (of wood production) is value- added. We have to begin making more from our inking wood supply. If we don’t make that shift to value-added, we are going down.” Give a BCAA membership _ certificate _ Only %53 Only *53 BCAA TWIN PEAKS TOWING 365-5690 The City of Castlegar Wishes the citizens of Castlegar happiness during the holiday season and throughout the new year.
