Itisan easy matter’ for the morning paper to chatter like a parrot about’ the municipal ownership ofa water works, and point out the ‘duty of the new city council in the premises, but ‘there are some cold facts that-had as well be con- sidered at this time. ‘Mr. Smith, city engineer, had been in- structed to make preliminary’ “aurvey between the city and Sheep Inke’ for the purpose of furnishing. an estimate to the city council of the probable’ cont ofa plant, the water to be brought from that point. - ‘Mr. Smith can inform the city counci] without making the survey that the cost of an adequate eyatem, with the water brought from Sheep Jake, will not cost Jess than $800,000. ‘The distance, on an air line, is about 16 miles, and would’ necessitate laying @ main nearly 25 miles Tong. ‘The pipes would have to Be covered to protect them from the cold, which would neces- pitate much blasting. There would be -about 900 feet fall, Swhich ia 600 more than any water eystem should stand, which would necessitate reservoira for the purpore of relieving the’ syetem : off" the over These i wires w the brand of “telegraph news,” under such it from ‘news’? ob- ‘tained arnkiites than by wire. Now let us turn elsewhere for water.’ The cost of. raising it from, the Columbia river would be prohibitory for a town the sizeof Rossland. Any competent engineer will agree with this atatement, go what is the city to. do? The gold commissioner has given the city title to only 160 miner’s inches of wate: from the neighboring streams, swhich is not sufficient to supply the city. Take it away frem.the present system), and it would be of little use. The Rxcorp is by no means attempt- ing to lead up to the proposition that it will be necessary to buy the water and light plant now in operation. That is to say, we must not be understood to be ‘booming that deal, for that is not the'in- tention of this article. The Recorp would like to see the city own ‘its own water and light plant, but ‘at the “game}' it would like to see the best possible}. thing done in the premises; ‘Wedo not believe there isany use _ wasting time and money upon even in- vestigating a system which will look to Sheep lake or the Columbia river’ for water. ——_—_ THIRD WARD OBJECTS. ‘William Greer is a very nice man, and would nu doubt make anexcellent al- derman for his own ward, but ‘the Third ward has plenty of good timber of its own, and will not likely veteto any great extent for someone owning prop- erty and livingin another ward. Ww. Hi. Bell, who lives on Second and Wash- ington, is taking sitogether too much interest in the election of Mr. Greer to suit the Third ward voters and ratepay- ers. Mr. Greer cannot be élected alder- man in the Third ward while we have auch good men as J. F. Ritchie, John 8, Clute, M. W. Simpson and Eli Laval- ley, who are eligible. Jf Mr. Greer or his friends insist upon aecond reading of the bill introducing ‘the Torvens system of land ' registration, debate upon which was: adjourned. MANY BAD HALF DOLLARS. Spurious Coins circulated in Spokane and Victoria, A nuniber of counterfeit half dollars have been circulated in Spokane recent- ly, saye the Spokesman-Review. De- tectives McDonald and Sheehan both have some of the spurious coins which are fairly good immitatiuns of the real half dollar. Among the souvenirs in the possession of Detective Shehan is one of the dollars made of about as much silver as the genuine coin. A large number of these dollara are circulating in western atates, where money ia not eubjected to so close @ scrutiny as itis in the ‘east. The detectives have been: watching sev- eral suspicious characterg, but have been unable ‘to find any _evidence:. againat them which would justify their arrest on charge of counterfeiting)’ Price of Silver.
