After much negotiation, and a ton of frustration, the City of Castlegar and the Heritage Society have signed an Agreement for Services which will pro vide the Heritage Society with $24,500. Patti Richards, the Heritage Society's new presi dent, said the agreement couldn't have come at a better time..““We need the money. We've basically been functioning to date with minimal funds that were in our account.” Now that the Heritage Society has money they can go ahead with plans which until now were only that—just plans. “This is excellent news. Now hope- fully we can have more functions and get our improvements and maintenance done. The jail house will be the big project for this year.” Richards said the one-year agreement is the best again.” This is excellent news, We're really excited. The staff at city hall has been extre meeting with us.” Castlegar City Clerk Dianne Kunz, said the agreement, which is the first written agreement between the City of Castlegar and the Heritage Soci ety, is a fair and standard one that will allow the Heritage Society freedom to make their own deci sions. “It is a basic agreement which outlines specif- ic items, but allows them to move. Former resident sentenced to undergo treatment for SHARLENE IMHOFF Sun Editor A Castlegar man who was found guilty on two counts of indecent assault has been sen- tenced to spend two consecutive 15 month periods at the Stave Lake Correctional Centre in Maple Ridge. Stave Lake Correctional Cen- tre is a facility which specializes in providing treatment to individ- uals who have a pronounced sex ual interest in young children—otherwise known as pedophilia. During a sentencing hearing held in Provincial court in Castlegar on Monday, Judge Ron Fabbro recapped what the court had heard in the duration of the case The 46-year old man was found guilty on two counts of indecent assault, resulting from events which took place through. out the 1960s involving two young girls. Separately, the women testified that the man who was in his late teens at the time, performed sexual acts upon them such as vaginal touching, cunnilingus and on numerous occasions, forced fellatio. The incidents involving the young girls were separate from each other, and occurred in both Castlegar and in the Lower Main- lartd. In all occasions however, the man had been placed in a position of trust Judge Fabbro read victim statements prepared by the two women, and noted that both had suffered mental anguish as a result of the sexual abuse. One woman, who can not be named, pedophilia wrote that she was emotionally confused in her relationships with men and demonstrated inappro priate behavior patterns. She attempted suicide, and has been under professional help. The vic- tim statements were clear in that both women wished to see the accused be given professional help. Hydro officials say the Arrow Reservoir will still fall below normal levels due to an insufficient amount of snowpack. Speaking from his communica- tions office, Peter McMullan said that despite heavy precipitation in the Kootenays in March and April, the levels of the Arrow Reservoir will be below normal. “Sure, precipation has a lot to do with the level of the reservoir, but so much of what comes into reservoirs is based on snowpack Is from Hydro say the Arrow Reservoir reached a peak level of 142.3 ft. in May 1992 During most of the summer sea son however, the reservoir level was in the 1407 ft. to 1415 ft range (full pool is 1446 ft). The reservoir had been lowered over the fall and winter and reached a low level of 1385 ft. in late February. Hydro says the reser- voir is now filling slowly, and the current level is 1394 ¢te==—4 Although the runoff volume for- cast is below average, the reser- voir is forecast to reach a peak summer level between 1425 ft and 1440 ft As a result of low storage content, Hydro officials main- tain the company will be more reliant on the Burrard Thermal Plant for domestic energy sup- ply. Spot electricity trade sales have been “curtailed” and ener- gy purchases from other utilities are increasing Selling to police nets $750 fine Sun Staff Facing a charge of marijuana trafficking, a Castlegar man pleaded guilty and was then fined $750 in Provincial court in Castlegar, May 17 Robert Bruce McAllister was charged under the Narcotics Control Act after he sold a quar- ter ounce of marijuana for $75 to an undercover officer, near the Marlane in downtown Castlegar The transaction was made after the officer noticed McAllister take the marijuana from his cigarette package The court heard that the 25- year old male has had previous convictions under the narcotic act; one in [987 and then again in 1990. The defence told the court that McAllister has just recently obtained employment in an entry level position and is financially responsible for his three-year old daughter. “He realizes he can not eam money this way. He knows he must get a real job,” the defence counsel said. Provincial Court Judge Ronald Fabbro showed leniency in this case by allowing the accused, up to six months to pay the $750 fine. He did warn the man how ever, that his past actions involv ing narcotics are leading him no where positive. “You're working your way up a ladder which will get you no where but in jail,” Fabbro said.
