The Cubans tare clamoring fora civil government at Havana. They say that during the Spanish regime Cuba was desirous of being gov- erned by Civilians, {but this was never r permitted, and nd 400 years of military Fale caused Pyihe f people to hate such government. ~The time is now favorable for the realization of the aspiration for civil rule. Havana's leading paper declares that the country is quiet, except for the agitation that is kept up by the newspapers and political clubs, It does not urge that the American troops be withdrawn. It says they remain to guarantee order, but it asks that a civilian be put at the head of the government. It thinks that congress has many men who are able rightly to govern Cuba, and it asks the American press to ‘assist in the campaign to secure the appointment of one of them. The sentiment is general among Cubans of all classes, and a change would..doubtless be welcomed if the troops remained. So long as the present feeling between Cubans and Spaniards grows worse instead of better. it is realized that the thought of taking the troops away would not be entertained. The unrest following Senor La ‘eoste’s order forbidding the display of the Spanish flag is permeating all the provinces, and is leading the turbulent Cuban element to believe that the time is coming for them to get even with the Spaniards. DEFICIENT IN GUN PRACTICE James P. Lee, the gun inventor, says, and he speaks by the book, that British soldiers have been kept | at manoeuvres so long and so per- sistently that very few of them are entitled to be ranked as good shots, so little practice do they get at the butts in time of peace. The best marksmen in the British isles ‘‘says he,” are to be found among the volunteers, just as they are to be found in Canada in the Dominion militia. The war with the Boers will call for good marksmanship and that, to speak candidly, is not to be expected of the men who -will serve under Gen. Buller. The war with Span proved that first-class marksinen were badly required by the invading force and that lack of them proved costly in lives and costly in ammunition. The trouble in the Philippines is being prolong- ed because the American soldiers have not bsen well drilled in the science of shooting. The British soldier in South Africa is up against superior shots, and to that extent the Boers have the advan- tage of his enemy. In personal courage the man under Buller can- not be surpassed; and in that virile patriotism which leads him to a glorious death for his country’s sake he is rich beyond compare. But this contest finds the question of marksmanship a paramount one. The skill of Sir Redvers Buller and his chiefs may counterbalance the defect when generalship commences to play a conspicuous part. At the same time it is to be regretted that in so important a branch of the service, with guns now in use that | kill at two thousand yards, the less said about: is: the better.
