We will giadly change your ‘‘ad” every issue if copy is presented before 10 a. m. THE PRACTICAL PLAN, - Gov. Mackintosh has outlined a practical, statesmanlike policy. for the exclusion of Oriental labor. He Proposes first to re-enact the coal mines regulation bill, establishi ies the purchase of the Le. Roi mine by the B. A. C, delayed the increase in the production of that mine:and caused a feeling of uncertainty. as to. the future. The trouble with the machinery of the War Eagle re- stricted the output of that mine by delaying its further ‘development. The B. A. G had laid its plans for greatly increasing the output from the Le Roi and several cther mines, when the labor troubles caused a general shut-down. Then, too, dis- puted titles prevented transfer and improvement of large tracts of land in the city. In the last two months all ‘this has been changed. The labor trou- bles have been settled on such a satisfactory basis as gives every as- such an educational test for employ- es as will exclude Orientals. Mr. Martin voted against this bill in the last legislature, being then in league with Mr. Dunsmuir to down his late colleagues, the Semlin-Cotton government, Mr. Mackintosh next proposes to make it compulsory on all contrac- tors for government w ork and work subsidized by the government to adopt the standard wage for labor.’ This would not only shut out Ori- ental labor, which no employer will pay white men’s wages, but will be a great point gained by labor un- ions. Both these measures are fully within _ the authority of the provincial legislature, so that there is no fear of their dis- allowance at Ottawa. They can be passed at the first session of the new legislature and pressure at Ot- tawa may secure their prompt al- Jowance, making them immediately effective, Having thus done all within the power of the province, Gov. Mack- intosh proposes to petition the im- perial government to so amend the British North America act that the provinces may legislateon questions affecting their autonomy. This would give the province full power. in the Japanese and Chinese ques- tions, which are of a purely domes- tic nature, ONLY QUALIFIED SUPPORT Some of the support Joe Martin is receiving in Vancouver cannot be mutch to his liking. At the meet- ing to welcome him back to that city, R. Macpherson, one of the sandidates on the Martin ticket in of perman Conflict ing titles have been settled and thereby large areas have been made available for settlement and im-' provement. The machinery which is necessary to increase the output of the mines has to a large extent, been installed or is on the way here.” The increase has already shown _it- self in the output of the Le Roi and bodies of ore are. being opened in other mines which will justify a pro- duction of 2000 tons a day for some years to come after. August -next. The vast expenditure made for ma- chiney, which must be paid for out of the production of ere, is the best assurance that these mines -will. be steady producers far beyond the life of the present generation. From these causes springs the in- crease of population, which has stimulated a di d-for resid From the same causes will spring a continued increase of population, which will create a demand for, and give increased value to, the resi- dence property on the ‘outskirts of the city.
