A committee has been formed to develop legislative proposals based on a nearly- complete evaluation of the districts by Dan Campbell, a former minister of-munici Ritchie said in a news re- lease. It will make recommenda- tions for proposed amend- ments to the Municipal Act, to be introduced in the spring sitting of the legislature. The bill, first announced in the May 23 budget, would apply directly to an esti- mated 500,000 employees of federally regulated industr- ies such as banking, broad- casting and interprovincial transportation. The Conservatives have promised similar proposals will be applied to another 500,000 federal civil servants, employees of Crown corpor- ations and the military if the legislation’s standards aren't already being met. The legislation™ provides for all plans to have sur- vivor's benefits equal to at least 60 per cent of a plan member's pension. Benefits would no longer be cut off to efits of one kind or another for workers who change jobs. The major new options are that pension plan contribu- tions could be transferred to the new employer's plan, left behind to finance a deferred pension or put into a regis- tered retirement savings plan and locked in until re- tirement. Vesting and locking in would occur after two years with one employer. That means workers would be en- titled to future. pension ben- efits after two years rather than. simply getting their own pension contributions back with interest when they change ‘jobs. Workers would be able to retire as early as age 55 with reduced pensions and sex discrimination in pension plans would be prohibited. workers, would be eligible to join company pension plans but wouldn't be forced to join.
