(CP) — The inside walls of the General Motors plant here, once a jarring yellow, have been painted eggshell blue and adorned with decorative designs. That's just one of the changes at the Ste-Therese plant since it was modernized with the help of $220 million in interest-free loans from the federal and Quebec govern- ments. ‘The assembly lines, bolstered by robots and computers, have been refitted to produce the popular Chevrolet Cele- brity. Last year, they turned out large real-wheel-drive Oldsmobiles and Pontiacs. The most startling change for a casual visitor is probably the wooden picnic tables. They seem out of place against a backdrop of clattering machinery, auto bodies inehing forward on assembly lines and disembodied dash- boards floating around on giant hooks. But the tables are a vital part of the new approach emphasizing co-operation between labor and management that General Motors, the country’s largest automaker, is trying out at the 22-year-old plant. “Oh God, it’s great! The atmosphere is great,” exclaims Paulette Charbonneau, with the typical ebullience of a AUTOMOTIVE manager of public relations. “Everyone is learning how to work together.” She says the plant, until recently described by the company as one of its worst, now is one of the best. “We're working on a new teamwork concept. Our slogan is, ‘Quality first time,’ with no waste.’ Despite the company’s enthusiasm, the future of the plant, located near the town of Ste-Therese, 40 kilometres north of Montreal, is far from secure. “There are no guarantees in this business ever,” GM president George Peapples said in March after announcing a $450-million investment program for Ste-Therese. Peapples said the plant could still be closed as early as 1990, although that would force GM to pay back early the 80-year loans granted by the Quebec and federal govern- ments. To speak of Ste-Therese is, essentially, to)speak of Quebec's auto industry: it's the only car assembly plant in the province.
