for failure, school principals
say.

mentary school principals,
presented to ‘the Vancouver
school board Monday, sug
gests that schools run pre
kindergarten classes or all
day kindergartens to help
inner-city children close the
gap between themselves and
the city's more affluent chil
dren,

Principals Tom Robb and
Noel Herron also suggested
$40 a student be provided to
help principals make up the
