The organ ization is based in London. Clark said anyone jailed could be classified as a prisoner of conscience the group's description of someone detained i man Rights and other international rights legislation. Jail terms of up to three months are possible under Bill 178, which forbids the use of non-French signs on the outside of buildings. The bill, which permits bilingual signs inside buildings, also carried fines up. to $5,000 and seizure of property. The penalties were the same as under Bill 101, which banned all non-French signs. It was struck down by. the Supreme Court ofCanada in December because it contravened Quebe's Charter of Rights. UNDER MANDATE The Amnesty mandate, which closely follows the United Nations declaration, says prisoners af con- science are those detained for their beliefs, color, sex, ethnie origin, language or religion, provided they have not used or advocated violence. Forestry audit calls for improvements An independent audit indicates that Tackama Forest Products Ltd. technically met its basic silviculture obligations within the Prince George forest region this year even though considerably more work still has to be done, Forests Minister. Dave Parker said. Parker appointed Trevor Jeanes, president of Antre Enterprises in Kamloops, in late September to conduct the audit after concerns were expressed that the company had not met its basic silviculture responsibilities under the terms of its licence. Jeanes reviewed the company's obligations, performance, planning and planting for 1988 and found that technically there were no outstand ing silviculture obligations because the maximum time given the com pany to establish free-growing trees has fot yet expired, a Forests Ministry news release states. In addition, Jeanes’ report states that it is in the public's best interest for the ministry to now directly administer and contract the silvi culture work on lands ‘harvested by the company before Oct. 1, 1987, when the full responsibility and costs of silviculture were turned over to companies harvesting the province's timber. It calls on both the company and the ministry to improve basic silvi culture planning. The project will involve the replacement of all secondary break down equipment. Main units will be an optimized canter-twin bandsaw machine, a twin bandsaw linebar resaw and an optimized board edger. New equipment will be installed during a six week shut down period beginning in August 1988, a company news release says. “This large investment comes at a time when a number of market and regulatory factors make the short term outlook for the British Col. umbia forest products industry some. what questionable,” said C.F.
