Interest rates charged for consumer loans have remain- ed high even though most in- terest rates have fallen, with banks and other financial in- stitutions earning almost. double the profit margin on consumer loans they earned in November, 1980. The profit margin in ques- tion is the difference between the best consumer loan rate at various institutions and the Bank of Canada rate, which tends to set other rates such as interest paid on deposits. ‘The difference earned is what supplies pre-expense profits to banks, trust com- panies and credit unions and a change of a few points can mean millions of extra dollars flow into the hands of the institutions. An Edmonton Journal sur- vey of five lending institu- tions -recently: found con- sumers were paying an aver- age of 16.4 per cent on con- sumer loans compared with a Bank of Canada Rate of 11.2 ‘ per cent. Two years ago, consumers were paying an average of 15.6 per cent on loans while the Bank of Canada rate was 12.8 per cent. Bank ‘spokesmen defend the jump in consumer bor- rowing costs, saying uncer- tainty and factors such as total market conditions must be taken into account. “There isn't necessarily a” set formula,” said Gwen Gill, manager of consumer lending at the Royal Bank of Canada head office in Montréal. “You have to take into account all the market conditions, such as demand for business and’ consumer borrowing. Com- petition plays a big role.” IS'NT ENOUGH Savary, who teaches at York University in Toronto and is a volunteer consuliant for the Consumers” Associ- ation of Canada, said there isn’t enough competition in consumer lending, a situation that helps create today’s high loan rates. Roy Nelson, operations dir- ector for the Edmonton Sa- vings and Credit Union, said banks have had to make up for not-so-fortunate corpor- ate loans by increasing profit spreads.
