As a result of these businesses opening up, municipalities around the Province and the céfintry are grappling with the issue of how to have home-based businesses in residential areas without affecting or impacting on the neighbours, the property and home values and the zoning regulations. In a 1990 survey over 76 per cent of B.C. munici- palities and regional districts felt their existing by-laws were ade- quate. Some of those communities have restrictive bylaws that are tightly enforced. Bylaw officers respond to complaints by neigh- bours and citizens as well as work pro-actively by reading the ads in the newspaper, listening to the radio, and reading bulletin boards in laundromats and gro- cery stores. The small business owner who is caught, receives a phone call and a visit from the bylaw enforcement officer, has their premises inspected and then cither pays a fine and buys a busi- ness license or pays a fine and is ordered to Cease operations.
