But Clayton said the nine-per-cent federal sales tax, scheduled to start Jan. 1, 1991, and applied to all new home construction from that date, will generate a push to beat the tax. But Clayton said it’s far more likely Ottawa will insist actual construction must have started by Jan. 1 or within a reasonable period after SOME REBATE Wilson's April budget papers said he will introduce some form of rebate to ensure the tax doesn’t make the acute housing affordability problem in some cities even worse. Finance of- ficials have said the rebate will be restricted to middle-income families, but haven’t defined the income range. Clayton said if the rebate is restric- ted to average homebuyers, it will en courage people to “rush to purchase higher priced homes as Jan. 1, 1991, approaches.”* More affluent individuals will know they’re going to face the full impact of the tax with no offsetting rebate. People who want to purchase a more expensive home will do so before Jan 1, 1991, to save thousands of dollars in tax.
