| CIVIL DEFENCE PLANNING

The threat of war necessarily carries with it the
problem of civil defence, and some definite moves to-
wards civil defence were announced this week. Across
the Ottawa river, in -the Hull, Que., armories, a school
will open at the same time as Parliament gets under way,
as a central staff college for the training of key civ-
filian defence planners from all parts of Canada.

Later, Federal schools for the training of instructors
will be opend in other parts of the country. These men
in turn will teach civil defence, "from rescue work to
how to deal with gas ‘and atom bomb attack, to civil -
defence workers in: their home centres.

The key "students" will hear lectures from some of the
eight Canadiana who are returning Jan. 24 from a civil
defence planning course in-Britain. The idea of the
classes is to ensure uniformity in organization and
‘functional procedures throughout Canada, and to permit
| study and discussion of the problems of civil defence
at each level of government and under varying circums-

Trumants Stand ‘

President Truman has firmly rejected the stand taken
by Republican Senator Robert Taft, who argued that the
president mst first get the consent of congress: before
placing United States soldiers in the new Western
European defence force.

Truman, who has already named General Eisenhower as
‘the supreme commander of the ‘integrated force under
the North Atlantic Pact, told his press conference at
Washington that. he has the power to send U.S. troops to
Rurope or anywhere else he thinks they are needed. He
threatened to carry the question to the people if Con-
gress triés to stop him...

Several times President Truman repeated brat he will
consult Congress.as a matter of courtesy before taking
this step. But he emphasized that under the United .
States constitution he doss not need Congress eonsent.
As commaner=in=-chief of the armad forces he intends to
send men: to Burope as soon as he feels they are needed.
