For nearly a month there has been conducted, in this city, an in- vestigation into the conduct of the police department, directed particu- larly against the chief of police and Jailer Mitchell. It has dragged along from day to day, and from evidence submitted, and the charac- ter of the majority of the witnesses who have been summoned, it is quite apparent that those who are prosecuting the matter were not thoroughly prepared in the action they have undertaken. Not only the Recorb, but every citizen and business man wants to see justice done in this matter. P, O. 576. y The complainants in this case should have formally presented their charges, ‘s‘ating time, place and circumstance of guilt, and then the proper witnesses could have been called and the matter speedily disposed of. As it is, the greater number of witnesses have been of such character as to give their evi- dence very little weight, while much of it has been contradictory. If the chief of police has been guilty, as charged, the prosecution must certainly be able to bring some positive proof of guilt, and in the interest of justice, that proof should not be delayed to the detriment of public if and a conti of the which it ily entails.
