They pick up the phone, drop a line, maybe share a drink at a convention — all to keep the channels of com- munication open, just in case a need arises. The practice is called net working, developing casual and often confidential rela tionships to exchange infor. mation and advice from time to time. Its crities frequently call it the old boy's club. That's be- cause social experts have shown that, in its most powerful form, networking is a mainly male — and white male — practice that seeks to entrench the status quo. As Jeffrey Reitz sees it, the near impenetrability of the club may be one of the biggest obstacles to advance- ment in business for women and minority groups. Reitz, a professor at the University of Toronto's Centre for Indus- trial Relations, has studied hiring practices of compan. ies. “The higher you go in management, the more ill- defined and diffuse are the qualities you're looking for in someone” to hire, he says. “You have to have someone you can trust — someone like yourself.” Reitz has found that many managers rely on personal contacts, not on the labor market, to fill key posts. The federal government has introduced legislation that would force Crown cor- porations and industries it regulates to develop pro grams that lead to fair hiring of women, the disabled, na tives and visible minorities. Companies would have to report to the government on their plans, starting in June 1988. The legislation has been studied by a Commons committee, and is awaiting third and final reading in the House.
