It gives full scope within the party ranks for the conflict of personal choice and personal ambition, and for differences of opinion as to the fitness for office of various candi- dates, but it recognizes that funda- mental principle of democracy: “The majority must rule.” When the majority of the convention has given its decision, all personal rivalry and factional conflict within the ranks must cease, and all must fallin line to win victory for the candidate and the principles he represents as the party standard- bearer. The old practice of putting candi- dates in the field by circulation: for signature of requisitions addressed to them is out of date, being full of inconvenience. It leaves the way open for personal preference to overrule the party interest, and thereby the public interest which the party seeks to serve. It often, commits men to the support of candidates to whom, they after- wards find, they would prefer others of higher merit.
