LIVELY Tougher pollution fines said coming VICTORIA (CP) = NDP Leader Mike Harcourt introduced a private member's bill Monday that” would provide fines of up to $1 million a day for polluters but’ Environment Minister Bruce Strachan says he'll go one better. Strachan said he will introduce even tougher penalties later in this legislative session that will include not only fines in the $1-million-a-day range but jail terms for polluters. Because it is a private member's bill submitted by an opposition member, Harcourt’s bill has virtually no chance of being passes. “The fines in B.C..are just absurd," Harcourt said in an interview. “*Over the past three years, the province has collected just $35,000."" The NDP leader's bill would in- erease penalties to $1 miflion for: failure to report a spill; transporting or accepting delivery of hazardous wastes without-a proper permit; disposing or storing hazardous waste or operating a hazardous waste facility without a permit, and non-comipliance with air, effluent or refuse permits. Strachan accused Harcourt and the NDP of ‘‘climbing on board the en- vironmental bandwagon’’ and dismissed Harcourt’s bill as *‘nothing new.”” The government introduced a bill in June 1987 that called for penalties of $50,000 and jail terms of up to six mon- ths for anyone unlawfully dumping or transporting special wastes. The penalties brought British Columbia in line with other jurisdictions in Canada.
