It's an unofficial role for Gabriel Fontaine, a diminu- tive Quebec Tory MP, but that doesn’t diminish the fury of his verbal attacks on the New Democrats. For the last few years, Fontaine has jumped up in the Commons during the 15 minutes set aside each day for statements on any subject to denounce the “socialists” — a term the NDP takes issue with, preferring to be called social democrats. “We Canadians have to start asking questions to the Socialists, to these frustrated members of our society .. ... They have always been parasites living off governments, s or the money of poor workers,” the 47. year. old first-time MP said in a typical attack last October. Another came Jan. 28: “Mr. Speaker, what is the matter with the socialists? They used to be vindictive, arrogant and negative in their attitudes to the free-trade agreement, but today we hardly hear from them anymore.” Fontaine has tackled topics including the NDP's funding of municipal candidates, its Opposition to free trade, contributions from unions and the misuse of federal telephone lines by a party organizer in Quebec. The party has since admitted its phones were used improperly. Considering that the Tories hold 208 seats compared with the NDP's 32, it's like Goliath whipping David with a slingshot. WINS LANDSLIDE That doesn't bother Fontaine, who overturned Liberal incumbent Gaston Gourde in the riding of Levis, south of Quebec City, by more than 16,000 votes in the 1984 election. “I attack the NDP because most people doesn't,” Fontaine said in an interview in English, something he's trying to improve. “If I, as a politician, don't describe the dishonest activities of the socialist party, who will do it? That's my job to do it.” Fontaine is troubled by recent public opinion polling that suggests Canadians think the NDP is twice as likely to provide open and honest government as the Liberals or Tories. And he makes no secret of his dislike for NDP Leader Ed Broadbent. “The socialist leader is prepared to trample on anything to be re-elected in Oshawa, to the extent that we have to wonder whether his name might be on the Canadian Auto Workers’ secret payroll,” he told the Commons. And the New Democrats don't mince words about Fontaine. Howard McCurdy says Fontaine's brief speeches are comic relief for the Commons. “His statements are his way of fighting off ghosts and goblins,” says the Windsor-Walkerville MP. Ottawa overhauls War Measures Act By DAN LEGER Canadian Press OTTAWA — It has been described as draconian and monstrous and a blemish on the body politic. The War Measures Act helped Canada jail some citizens and trample the rights of others. Enacted in 1914, the War Measures Act gave extra- ordinary powers to the federal government, which was struggling to convert Canada's uncomplicated economy into a war-production juggernaut. During the First World War, the act helped Ottawa fight spies and foreign influences and gear up Canada's war economy while its armies fought in France and Flanders. In the Second World War the act allowed the concentration camp jailing of thousands of Japanese Canadians. In 1970, when radical Quebec separatists kidnapped British diplomat James Cross and murdered Quebec Labor Minister Pierre Laporte, it was invoked again. Prime Minister Pierre Trudeau declared 4 state of “apprehended insurrection” in Quebec, enforced the act and put troops on the streets of Montreal. At least 450 people were detained, most without being charged. After the October Crisis, a chastened Trudeau vowed to change the act but never did. Last spring, Conservative Defence Minister Perrin Beatty introduced new legislation, an Act to Provide for Safety and Security in Emergencies. ABUSE FEARED Beatty promised the bill would provide enough power for the government to respond in a crisis, without the dangers of widespread civil-rights abuses. Critics are not convinced. Most agree that the emergencies act is a vast improve- ment over the War Measures Act. But lawyers and civil libertarians warn of the potential for abuse. The bill gives cabinet authority to: order conscripted labor; hold meetings, give orders and pass regulations secretly; impose forms of censorship; limit travel and public assemblies and give police and authorities sweeping powers of search and seizure. Four kinds of emergencies are foreseen in the bill, ranging from floods and hurricanes to threats to the economy and public order, to threats caused by international emergencies and war, Alan Borovoy, spokesman for the Canadian Civil Liberties Association, says the legislation could let government violate the rights of citizens. He told a Commons committee this week that people could be accused of violating secret regulations of which they would have known nothing. Workers could be forced to work in unsafe conditions at wages set by the government, and People could be prevented from suing the government if rights or property were abused during emergency powers. CRITICIZES BILL The cabinet must have “reasonable grounds” for enacting emergency powers.
