ee m__ CastlégarNews _ ‘oy 2.196: Tax hike expected in Tory budget By MADELAINE DROHAN OTTAWA (CP) — With budget day drawing closer and the government reiterating promises to cut the massive deficit, the question no longer is whether taxes will go up but rather: by how much and in what areas. aa The answers will come Thursday when Finance Minister Michael Wilson brings down his first budget. But a few key taxation areas seem probable candidates for cuts or increases. Wilson has ruled out a general tax increase for either individuals or corporations. And the shaky position of the Ontario Tories suggests another potential source of revenue, a gasoline tax increase, will not be included this time around because of the negative feelings it would generate in Central nada. \ That still leaves many possibilities fo government anywhere between $30 billion and $50 billion a year in lost revenues. ra ’ POLICY OBJECTIVES These are tax in which the government forgoes revenue in support of policy tax increases, but are,” says Liberal finance critic Don Johnston. De-indexation of the personal income tax brackets and exemptions, is one possibility, he said. Increased user fees for government services and The scientific research tax credit, which has cost the government upwards of $1.5 billion, is perhaps the most notorious example. There is also talk of a once-only flat tax, with an ion for low-i families, the p: of which would go toward reducing the deficit, to be about i of tax such as the $1,000 personal investment deduction, are others, he said. However, obvious tax increases leave the government open to attack, especially since Prime Minister Brian Mulroney has said job creation would be inhibited by further additions to the tax burden. Opposition critics think the nd Canada Pension Plan payments. In the area of income taxes alone, de-indexing would net anywhere from $1 billion to $1.5 million in additional revenues a year. NDP finance critic Nelson Riis agrees with Johnston that the Conservatives will try to avoid alienating taxpayers energy agreement is fully implemented in 1988 because “it bapa alienate people right off the bat.” Riis predicts the budget will benefit business at the expense of the individual taxpayer. “I'm afraid that we're going to be seeing a lot of concessions to the business sector . under the assumption that most of the jobs are being created by small business.” Wilson has said many times the government wants to stimulate small and medium-sized businesses because they are creating jobs. Small business organizations want the government to eut grants and subsidies to business and reduce tax expenditures. In return, they are asking for more flexible rules for registered retirement savings plans so that money in those plans can be invested in small businesses. Stevens told the Commons that after about 80 hours of House and committee debate it is “beyond reason” for the opposition to claim there has been insufficient discussion of the bill. The legislation will change the name of the Foreign In- vestment Review Agency to Investment Canada and raise the dollar-value thresholds for government review of foreign takeovers of Cana- adian-controlled firms. The combined Liberal and New Democrat opposition, Stevens added, is “ignoring the hard fact that there are a million and a half Canadians out of work who would like to see investment, preferably from Canadian sources, but certainly from all sources, considered with a view to creating the prosperity and the jobs that this country needs.” Stevens also argued that more time has been spent debating the changes — which “we think is approving the (Liberal) approach; still putting in meaningful review where but at the same time making it clear that we are open to invest- ment” — than was spent on the original legislation. Liberal trade critic Lloyd Axworthy retorted that the Conservatives, who often railed against Liberal moves to limit debate on key bills, were acting “like a bunch of hypocrites" by ramming through the bill. Axworthy reiterated that the Liberal stand that gov ernment claims the legisla tion will lead to an influx of job-creating foreign capital are “pure fiction.” Later, New Democrat in dustry critie Steven Langdon drew groans from the hand ful of Conservative MPs in the Commons when he said the time-limitation motion marked “a sad and shameful day.” NOT ENOUGH TIME Langdon said that during the committee hearing stage of examination of the bill at least 28 would-be witnesses were not given time to tes- tify. At the amendment stage, he said, at least half of more than 100 opposition amendments were not de bated. “In principle the people of Canada support (Stevens's) notion of Investment Can ada,” Langdon admitted. But, he added, voters didn’t elect the Conserva. tives last September “not to have any input” on the bill or to have a foreign investment review process with an in effective set of criteria to ex amine financial viability of parent companies.
