Never mind muggers and pickpockets — it’s the
freak acts of nature that might be the best argument to
carry traveller’s cheques when on vacation.

Rick CrooKer of American Express Canada tells
the story of one client who reported that while pic-

__nicking ida beach, a cockeyed seagull

swooped down and made off with a wad of cheques.

In another case, someone reported finding
cheques inside a fish he caught, says Crooker, vice-

president of Amex Canada’s traveller's cheques group.

The moral is: If it can happen to easily replaced

traveller's cheques, it can happen to ir cash.

ADVICE

Doug Galbraith, a Toronto travel consultant,
agrees credit cards are handy, but suggests looking into
the competitiveness of the exchange rates used by the
card companies to calculate the charge in Canadian
dollars.

When buying traveller’s cheques, Galbraith ad-
vises avoiding places that charge a commission, usually
about one per cent of the total value of cheques pure,
chased.

For starters, check foreign exchange tables in ,
newspapers to see whether the Canadian dollar is
gaining or losing against the currency of your vacation
destination, Goliger’s Travel of Toronto advises its
clients.

“‘If the Canadian dollar is increasing in strength
against the currency of your destination, it pays to
wait until the last minute to exchange your money by
using credit cards (to pay bills-while away),’’ Goliger’s
says in a newsletter.

“If our dollar is getting weaker, you will want to
exchange your money at the beginning of your trip
using cash or traveller's cheques.’”

Banks usually charge, but often waive the fee for clien-
ts with certain kinds of accounts.

Goliger’s advises buying traveller’s cheques in
Canadian funds, then exchanging them for foreign
currency while away.

“Foreign currency is cheaper in the country of
origin simply because it is in greater supply there,”” the
‘company says.

On the other hand, to save time while away,
Galbraith recommends buying cheques in the currency
of your destination — if available. If you’re visiting a
few countries, he says, keep things simple by buying
cheques in the currency of the country you’re going to
spend the most time in.

Some people like to travel with traveller’s cheques
in U.S. dollars, but Galbraith advises against this
because buying American currency and then changing
that into another currency is a needless waste of
money

**(Money exchangers) usually charge a fee or
commission, so you lose money every time you ex-
chage,"’ he says.

American Express last year sold the equivalent of
$24 billion US worth of traveller’s cheques worldwide,
Crooker says.

He says 75 per cent of claims on lost cheques are
resolved within six minutes. ‘‘We try and make
deliveries of new cheques within 24 hours and we often
do better.”

Forsey still feisty at 86

OTTAWA (CP) — To most
people, the Constitution is a dry sheet
of paper covered with legalese that
has little to do with them. But to
Eugene Forsey, it’s a living, breathing
thing of infinite interest.

The retired senator, 86 years old,
frail, a bit hunched, with droopy eyes,
a brush moustache and a reedy voice,
is the doyen of constitutional
scholars.

He's the auitr of an influential
constitutional study published almost
50 years ago.

He may be best known, though, for
his acerbic letters to the editor. A
misunderstood constitutional nuance
in a story in a newspaper can bring
Forsey to riveted attention, pen in
hand, to correct the error.

During the interminable debate on
the defunct Meech Lake accord, For-
sey was a tireless participant. He
crossed the country to testify at
various provincial hearings. Earlier
this year, he appeared before the
Charest committee, the special Com-
mons committee that looked at a
companion proposal to Meech.

He did not like Meech. In fact, he
said, it was full of flaws.

“I don’t think there’s any real
necessity for it,’” he said in a recent
interview in his office across the street
from Parliament Hill.

The feisty Newfoundlander is
suspicious of Quebec nationalists.

“They want a situation where all
the decisions that really count in and
for Quebec will be taken in Quebec
City by the government of Quebec
and—the legislative—assembly—of
Quebec,”’ he said.

“The rest of us will have absolutely
nothing to say about most of the
things that go on.

“Quebec will have enormously in-
creased powers and at the same time
Quebec will retain 75 ofthe

Federation, the forerunner of the
NDP. When he was named to the
Senate by Pierre Trudeau in 1970, he
sat as a Liberal.

He retired from the upper house in
1979 and in 1982, he quit the Liberal
party in a disagreement over changes

droop and he moves with the cautious

shuffle of age. Yet his mind, sharp
and clear, still roams the Constitution
like an inquisitive cat.

He thinks the country needs a new
way to amend the Constitution. In a
move that would sound like heresy to
many, he wants to cut the provincial
premiers out of the amending system
completely.

He likes the Australian system,
“‘where the state governments and the
State parliaments have not one

syllable to say in the thing.’”

Australians amend their con-
stitution by a vote of the national
parliament coupled with a national
referendum.

A Canadian model would ‘have to
have some safeguards for Quebec, but
otherwise, he says, this could leave
the premiers running the school
systems and taking care of highways,

Quebec would then have come to
the table with fresh demands, backed
by the threat of separation.

“The rest of us would say ‘Oh, you
can’t do that,’ '’ he said, clutching his

“So then they come back: ‘We

mail would go on until they finally got

“It’s time to tell Quebec that in-
dependence within Canada isn’t
possible,”’ he said. ‘‘You cannot have
dry water, boiling ice, sour sugar or

If Quebec wants to leave, then let’s
sit down and negotiate the terms, he
concluded.

Conversations with Forsey are a
ramble through the thickets of
Canadian political history.

He quotes from Hansard of 60
years old. He recalls Sir Robert Bor-
den, prime minister from 1911 to
1920. ‘I remember Robert Borden,”
he says, lapsing into what he claims is
Borden’s speaking voice. Who can
tell?

Forsey’s ancestors came to
Newfoundland more than three cen-
turies ago and he clings to his heritage
like a limpet on that craggy coast.

He was born in Grand Bank, Nfid.,
in 1904. He studied at McGill Univer-
sity. He was at Oxford as a Rhodes
Scholar in the 1920s.

He was an odd mixture, a man with
socialist politics, yet a conservative
constitutionalist. He worked for the
Canadian Labor Congress, yet had
close ties to Arthur Meighen, a Con-
servative prime minister.

He twice ran unsuccessfully for
Parliament under the banner of the
Co-operative Commonwealth
