Slocan Valley SHARLENEIMHOFF Sun Editor suspicious A story which appeared in the Castlegar Sun last week is causing an uncomfortable stir in the Slocan Valley. , The story, called RDCK seeks help for efficient enf . was over RDCK enforcement idea of enforcement is directly related to them, since many of the resi- dents have said outright that they would not abide by the Unsightly Premises Bylaw No. 923, at least not until it has been challenged in Provincial court. The Unsightly Premises bylaw, which was made law earlier in Centered around the possibility of the Regional District of Central Kootenay using the services of the B.C. Core of Commissioners to help it enforce various bylaws. The B.C. Core of Commissioners is a non- Profit society comprised of former members of the Armed Forces and the RCMP that has provided security services for government, busi- Messes and institutions since 1927. If hired by the RDCK, the corps would investigate complaints and report back to administration. RDCK Secretary/Assistant Administrator, Barry Baldigara, said the need for this service comes from the increasing number of bylaws which the RDCK has passed. “The more bylaws that are in place, the more administrative time it takes for the RDCK to enforce them,” Baldigara said. Some residents of the Slocan Valley are concerned that the RDCK’s ber, forces in Area H (Slocan Valley) to clean up their Properties. This latest idea of better enforcement, said one resident, appears to be directed towards the Slocan Valley. “I feel the RDCK has been operating in a manner which Suggests a hidden agenda,” said Austin Greengrass, vice chairman of the slocan Valley Concerned Citizens Forum, who is in the Process of drawing up the legal text to challenge bylaw no. 923 in court. “This news of ex-police enforcing bylaws has a lotof residents very upset—it’s poor timing at the very least,” Greengrass said. He contin- ued to comment on the question of funding the enforcement. “I'd like to know where they plan to get the money for this.” Baldigara said the British C ia Corps of C assisting Rossland enforce its municipal bylaws in 1992. began pA colorful campaign the Safeway will be donated directly to the Red Cross.
