Church Employees Moving
Toward Collective Bargaining

Most major Christian
churches have long upheld the
right of workers to organize
and bargain collectively for just
wages, but ironically, church
employees generally have re-
mained without unions, and
expected to work for high
ideals and relatively low pay-
cheques.

On the surface, this might
seem inconsistent. Yet special
factors are involved.

The peculiar situation is
pointed up by a rising, new
development in churches across
the United States—steps to
unionize their own workers. It
has raised some trenchant
issues about practising an as-
serted principle, and also of
preserving the special motives
of religious work.

“Most church employecs
have a distinctive kind of
commitment," says James
Hamilton, a lawyer and asso-

* ciate general secretary of the
National Council of Churches.
“They're more concerned with
the cause than with making the
most money. Everything can't
be measured .in terms of
dollars.”

Yet the unionizing drives
have emerged both in the
interdenominational _co-opera-

tive council of Protestant and
Eastern Orthodox denomina-
tions as well as in a growing
number of Roman Catholic
school systems, confronting
them directly with applying
their own expressed principles.

Essentially, the church or-
ganizations have affirmed read-
iness to do it, to implement
what they have preached, but
at the same time, they maintain
that church work involves a
dedication beyond hours and
earnings.

Despite the historic church
stands supporting the need for
labor unions in industrialized
societies, asserted repeatedly
by Protestant and Roman Ca-
tholic bodies, going back to
Pope Leo XII's encyclical, Re-
rum Novarum in 1891, church
employees are among the last
labor groups still generally
unorganized.

Curb Grass Revisited

A year ago this week, a Castlegar News
editorial criticized the clty for Its less-than-
thorough efforts to keep the downtown area
presentable.

The editorial sald the downtown area
was ‘‘dirty, shabby and In need of concen-
trated cleanup effort.” It cited grass
growing beside curbs and telephone poles
and the condition of the vandalized, aban-
doned building next to City Hall as lapses In
the city’s maintenance responsibilities. The
city was also chided for Its delay In
crosswalk repainting, ‘“‘usually completed
within a few weeks of t it snowfall of
winter.’”

In happy contrast to last year, the clty
has been scrupulous In eliminating the
eyesores and has finished repalnting cross-
walks much earller this year.

It Is rare that a Castlegar athlete wins
tive gold medals and breaks three national
records In compaiition. Rarer still that a
local athlete achieves those feats In a single
weekend.

But Chery! Kristlanson, the 14-year-old
Castlegar Aquanauts Swimming Club mem-
ber whose tour-de-force at the B.C. Games
for the Physically Handicapped In Vancou-
ver was reported In the Castlegar News last
week, Is one of those equally-rare athletes
who set an example for all aspiring
champlons In the area.

Not just because of the achievements
which have earned her a place tn national
competitions at St. John’s, Nfld. in August,
but because of the difficulties she had to
surmount In order to make them.

Like many other great athletes Cheryl,
a single-leg amputee, overcame a serious
handicap with determination and many
hours of gruelling work.

What she has shown is that as you start
the race, your ultimate opponent Is not the
other athletes vying for the finish line, but
yourself.

Long grass has been trimmed back.
Weeds are no longer threatening to take
over the sidewalks.

Yet It Is Important: that owners of
private property downtown remember the
esponsibility for the appearance of this clty
does not rest solely wilh City Hall. Property
owners, especially those relying on business
trom the impressionable public, should
tallow the city’s example and clean up thelr
own eyesores.

ance of their own property will be especially
important this summer. The time It takes to
pull out a few weeds, could make the
difference between a visitor deciding to stay
in Castlegar to shop or, to move on to some
more attractive urban centre. *

As we said a year ago, “it would be a
shame If the city, and businesemen them-
selves, grow so blind to the mess gathering
around them that they no longer look at city
streets, public areas and private properties
with the critical eye of a visiting stranger.”

ate students rise. The dean
addresses them. He congratu-
lates them on their educational
achievement, tells them that
they're the leaders of tomor-
row's America, and sends them
off with great hopes for the
future,

Not so with liberal-arts
graduate students as you col-
lect your masters’ degrees. The
dean looks at your group as
though to say, “We bestow
upon you the degree of leper—I
mean, of master of the arts,
Now, see what good it is,
suckers! Ha ha hal"

A FEW DAYS LATER,
armed with your master's in
English literature, you pass
through the portals of a person-
nel office and ask for an em-
ployment application. You fill it
out legibly and concisely, with
all your credentials neatly lined
up across the page. You list the
jobs that you've held to get
through school, including the
stint as a night clerk at a beach
hotel and the public-relations
Position for the orphanage. It's
almost scary to be so... im-
pressive.

10 years’ experience with IBM,

viewer can read, he claims to

job that you'd really like. The
employer looks over your
resume. You hold on to the
sides of your chair, trying not

SPRINKLING REGULATIONS

EFFECTIVE MONDAY, JUNE 5, 1978:

Daily sprinkting will be allowed between the hours of 7 to 10 a.m. and 5 to 9 p.m.

There will be NO SPRINKLING between the hours of 9 p.m. to7 a.m. and 10 a.m. to 5

p.m.

p.m. Hospitals, schools and the city automatic sprinkling will be scheduled at three

(3) days per week.

SWIMMING POOLS:

1. Approval must be obtained from Castlegar’s.Works and Services Department
before filling. Upon request, pools may be filled — at the discretion of the

City.

2. Topping of swimming pools will be permitted.

Any abuse of these regulations will result in prosecution under the terms of the City of
Castlegar Water Rates and Regulations Bylaw No. 109, 1974.

We can foresee a water problem if these regulations are not adhered to. Violation of
these regulations will result in your water supply being turned off immediately,

without notice.

With your co-operation and sincere respect for these regulations, it is felt that we will
overcome this problem, and still have a successful summer season.
