stream benefits of the Columbia
River Treaty.

Clark caused a stir Saturday
when he said the provincial gov-
emment wants to invest a large
chunk of proceeds from the sale
of downstream benefits (DSBs)
in a $1 billion expansion of
hydroelectric facilities in the
Lower Columbia Basin.

“We are interested in invest-
ments in projects that will gener-
ate income and employment for
generations to come,” Clark told
more than 160 delegates to the
1994 Columbia-Kootenay Sym-
posium, Nov. 4 to 6 at a Cran-
brook hotel.

Clark said the Kootenays
would reap maximum returns if
the region uses a portion of its
DSBs to buy a $250 million equi-
ty share in three hydro projects
now being considered — the
addition of a powerhouse and tur-
bine génerators at the Keenley-
side Dam near Castlegar, and
expansion of the Brilliant and
Waneta plants. (The province
recently purchased the expansion
rights to the two plants from
