When the Department of Communications increases municipal radio licence fees hun- dreds and in some cases even thousands of per cent overnight, Castlegar has Mayor Audrey Moore fighting that at the national level though the Federation of Canadian Municipalities. Meanwhile, at home, her community and _ its rural neighbors enjoy a new and modern public library, showing their community partnership and Progressive nature. For my part, I have protested the negative, worked to right wrongs, and played a constructive role wherever possible. On the issue of Celgar pulp mill expansion, for example, we have yet to see whether the provincial review , process will be valid, allowing the needed public input and objective third-party analysis. Meanwhile, I am laying a foun- dation in Ottawa for a federal en- vironmental review process if dic- Some bright spots shine among federal clouds OPINION mill. Regardless of what the future holds, we should know — Celgar should know — which is more efficient, less polluting, less disruptive, and the comparative human costs of each. Whether the mill expands or not, the facts should point to whether rail is a viable alternative for transporting large volumes of raw material 7 Further, a happy victory was mine last fall when | won a dispute with Revenue Canada and ob- tained the Northern Residents in. come tax deduction for many residents north of the infamous Cape Horn Bluffs on Highway 6. Previously denied the benefit because the unreliable road was open at least half the year, I ob- tained a ruling that closure of more than just three weeks made the Slocan Lake area isolated enough to qualify. Many families will benefit financially for their frequent inconvenience these past few years. These are a few bright spots that stand out along with the spirited people of Kootenay West — Revelstoke, despite the dark clouds of a Conservative gover mment that misunderstands its mandate from the Canadian people. Prime Minister Brian Mulroney and Finance Minister Michael Wilson do not — as they must believe — have a mandate to im- pose a Per-cent goods and tated and have a study that will be valuable in either event. On my request, the Library of Parliament is analysing the com- Parative costs of truck and raij transport of wood chips, be it to the current mill or an expanded services tax. They did not have a mandate to eliminate so much of our national passenger rail system They do not have a mandate to milk revenue from Canada Post Corp. by having it close rural post Offices, of Robson’s is only one example.
