The liberal-conservative union has solved the political problem by de- teririning upon the plan of party control, thereby placing the respon- sibility of the provincial government where it belongs. In the course now being pursued it.isa matter of getting into office first and adopting a principle of government afterwards but in the new order of things the public will not only, have the oppor- tunity of knowing the men for whom they are voting but the principles of government as well. It will not be simply a matter of the ins and the outs, as at present. . Of course, more or less opposi- tion will be dir-cted against the movement but the pravince has reached that stage when it can no longer afford to cater to personal ambition. Me. Cotton, who isa conservative, very naturally op- poses a change, because he wants tc hang on to office under all cir- and the admini: or rather lack of administration dur- ing the past few months,is sufficient evidence that personal, differences in the cabinet make it absolutely im- possible to secure a capable. and ef- ficient administration of public af- fairs. All the other provinces have a party government, and until our provincial affairs are conducted on party lives we cannot hope for a business-like,progressive and stable administration in keeping with the growth and advance of British Co- -lumbia. ‘” The platform is simple and com- prehensive. Its principles are pre- sented plainly and frankly without sany-effort to-go behind anything, and it outlines a course which bold- ly faces the conditions. confronting a,growiog province. | It is true that the idea of party lines meets with considerable dissatisfaction, but it, is confined almost wholly to those who have traveled in the old rut so long that a change in political lines would seriously affect their personal interests. The plan of selecting a capable leader will give conserva tives in every part of the province a voice in the matter so that the de- cision will be pra ally unanimous. AFFAIRS AT SAMOA. Some apprehension is. felt in of- ficial circles at Washington over tie dition of affairs p Zin Samoa. The state department is without complete advices from Con- sul General Osborne regarding the Situation, but sufficient is known to make the authorities understand that the natives are plotting. It is not believed, however, that there will be a recurrence of the fighting which occurred last April, there has been a heavy importation of arms, which is expressly forbid- den by the provisions of the Berlin treaty. It will be recalled that when the Badger returned from Samoa she brought in her hold 1300 rifles belonging to the natives. These rifles are now in the armory at Mare Island, California, awaiting the dis- position of Great Britain, Germany and. the United States, ~ All three nations are representcd by men.of war in Samoan waters. The charge is renewed that.
