The defeated referendum -would have allowed the board to tax local homeowners for funds to hire ad- ditional staff for the start-up year of the new provi Program. The has removed boards’ powers to tax other than by going to referendum. Education Mi er Tony Brummet is expected to announce the provincial education tax rate for this year May 18. The budget includes $47,000 the board recently received fromthe Ministry of Education after the ministry recalculated the board’s block funding for this year, secretary- treasurer John Dascher said. When the ministry calculated the Castlegar district’s block for the 1990- 91 year, the calculation was bastti in part_on_a_projected figure for the board’s surplus from the 1988-89 school year, Dascher said. The board later -received its finan- cial statements for that year and found the surplus was higher than ex- pected, he explained, leading the minister to recalculate the block. Other_ districts have received more funds for the same reason, Dascher added “The Castlegar block for the coming school-year is about $12.3. million.
