PORNOGRAPHY IS EX-
ploitation.

Pornography is
ment of sex,

Pornography is an attack
upon civilization.

YET CIVIL LIBERTIES
people insist on the right to
propagate pornography. They
say that unless the harm caused
is direct, immediate and physi-
cal, there is nothing the law can
do about it. And they seem to
maintain by their position that
psychological and moral harm is
in an entirely different cate-
gory from direct and physical
harm.

I say what harms, harms
regardless of whether it be
physical or psychological harm
that results. And I am inclined
to believe that psychological
harm can be much more dan-
gerous than physical harm.

PORNOGRAPHY  DE-
buses sex, insults sex. Porno-
graphy appeals to prurient
interests. It robs man of his
dignily because it says that
there is nothing private or
noble or personal about sex.

Pornography offers a de-
grading picture of human life
and invites the viewer ‘to
wallow in it. It presents human
beings as mere animals. It

debase-

teaches that the highest value
is immediate pleasure.

Its doctrine is that other
people are to be used, ex-
ploited, and then discarded. It
feeds on autoerotic fantasy. It
promotes the devilish dogma
that life has really nothing of
value about it.

BUT THAT IS CON-
trary to our whole concept of
civilization. Man is more than a
creature of elemental passions
and sensations. He is a creature
deserving of respect, respon-
sible to demonstrate respect.
Our value system if it defends
anything defends the decent
against the indecent, the noble
as against the evil.

By capitulating to obscen-
ity, civilized society denies
there is any difference between
civilization and barbarism.

SURELY TOO THERE IS
a’ difference between liberty
and license. Freedom can be
abused. And free speech is
more than solely a question of
the rights of the speaker.

Ina demoeracy, why should
the minority who cannot dis-
tinguish between art and trash
dictate the education of the
majority who can tell the dif-
ference?

THE PUBLIC DOES
have a right lo a decent social

environment. Nearly every
branch of law assumes the
existence of a standard of moral
good and evil, and has a respon-
sibility to preserve that stan-
dard,

The law should promote
temperance and decency, even
though it does not have the task
of promoting abstinence and
morality. Why should a few
pornographers dictate the so-
eial and moral environment of
our children?

SOME UNTHINKINGLY
suggest that restraints upon
pornography and abscenity
would bring about the repres-
sion of Shakespear and the
Bible. Such a view obliterates
the distinction between art and
trash, looks with disdain upon
the public's common sense and

While we can sympathize with the
municipal politician who is subjected to the
inconvenlence of filllng out an extra set of
nomination papers In order to be eligible tor
an election he or she may not even win, It Is
unclear to us how that could justify taking
away another and itity

director on behalf of the taxpayer than to
allow it to pick a mayor.

1t 1s obvious that successful candidates
for the two positions are currently chosen by
voters, rather than delegated like committee
assignmenis, because they are thought to
require special qualities of leadership and
abillty,

The minister's implication that a defin-
ate mandate from municipal voters is not

boards calls into question the importance he
has attached to that level of government.

Another Implication, that municipal
councils have falled to gain a direct voice In
regional matters, betrays an apparent
anxiety that the views of elected municipal
directors are not necessarily matched by
their counclts,

This leads inevitably to what seems to
be the central Issue faced by the minister’s
Proposal: whether a municipal director {s a
free agent or an Instrument of a municipal
council. "

Although [t would be Idealistic to
assume both partles constantly share an
identical picture of the best interests of thelr
constituents, it is reasonable to expect
regional directors—who also function as
