Kristiansen, running for his second term, echoed recent statements made nationally by NDP Leader, Ed Broadbent in saying that fair taxation is not a radical idea “Even under Ronald Reagan, wealthy Americans pay a ‘minimum tax’ on all income in excess of $30,000 if they write off that first $30,000 with tax breaks,” he said. “And don't expect any Conservative governnfent to change this unfair system,” Kristiansen warned in the statement. “Their recent criticisms were over the admin- istration of income tax, not attacking the even larger problem of who pays what. “Conservatives and Liberals are smug when they talk of redueing the deficit, but they never face the fact that their corporate and wealthy _give-sways exceed our annual dofick. And we haven't even received the ploy they claim we are buying pry the tax breaks.” Kristiansen said the system's unfairness hurts small business operators, who account for the largest portion of new jobs created in Canada. “In effect, federal have been those who effectively ereate jobs and new enterprise, and have rewarded the large corporations where our job base has weakened.” In 1977, Kristiansen said, large corporations paid a tax rate of 18.2 per cent while small businesses paid 22.6 per cent. By 1961, this gap had widened with large cor porations paying only 14.3 per cent while small busi. nesses paid 22.3 per cent. “This penalizes an entire sector of the economy,” Kristiansen said, “but it also hits rural Canada in favor of urban Canada, and neither of the other major parties proposes to do anything about it. “They paint themselves as the friends of small business, but it is large, centralised, Toronto and Montreal-headquartered business that they protect at the expense of modest operations.” Kristiansen said that one small example of mistaken priorities is the $190 million annual cost to taxpayers of corporations collecting the Incremental Oil Revenue Tax rebate. Instead of this, the government should collect that tax and-trade it for eliminating the fuels sales tax, which wottid inainly save money for fishérmenand farmers, he said. “This is a prime example of corporate tax breaks that create few jobs, where we coulil udp the money well to stabilize Canada's rural economy and broaden our rural economic base,” Kristiansen said. “There are many such examples.” On the matter of personal income taxes, Kristiansen detailed in the prepared statement how the rate of tax- ation has declined in recent yeats for those in very high ineome brackets. Those earning between $100,000 and $175,000 per year, for example, are being taxed 34 per cent compared to 89 per cent previously, while those earning more than $200,000 have seen their tax rate drop from 43 per cent to 84 per cent, or 21 per cent less, he said. “All we demand is fair treatment for all,” Kristiansen said. “Right now working people and even many pen- sioners pay a premium on their tax to support those tax shelters for the wealthy.
